Within another six months it will be a burning question in many states. As Dr. Blue, surgeon general of the United States Public Health Service, has said, it is the next grwt step in social legislation in this country. Ai present the United States has the unenviable distinction of being the only great industrial nation without compulsory health insurance. For a generation the enlightened nations of Europe have one after another discussed the idea and followed discussion by adoption. It has constituted an important part of the policy and career of some of Europe's greatest statesmen, including Bis marck and Lloyd George. Germany showed the way in 1883 under the leadership of Bismarck. This act was the first step in her program of social legislation. Her wonderful industrial pm gress since that time, her comparative freedom from poverty, reduction in the death rate, advancement in hygiene, and the physi cal preparedness of her soldiery, are presumably due, in consider able msure, to health insurance. Temporary expedients, calculated to allay but not cure, were in high favor. Measures intended to bring about permanent improvement for the future were brushed aside. The disciples of Bourbonism and reaction effectively controlled legislative action. Thus the governor. Mr. Arndt refers to the session as a brainstorm. But words are feeble to express the disapprobation of a defied and disappointed citizenry. Something more enduring than anger, something deeper than contempt, has gone out against Speaker Sweet and his old guard. The executive council of the State Federation of labor in a summary of legislative results for 1920 issued May 24 declared: The legislature seemed to have energy only for battling with the haystuffed monsters of sedition it had hysterically created. Designed really as a smoke screen to obscure its purposes, the so-called Daly lobby--maintained by a reactionary group of manufacturers with the intent of preventing the adoption of progressive laws in this State--prompted the procedure by which the Socialist assemblymen were ousted from their seats in defiance of the Constitution of the United States.
