Anglund examines the American national government's small business assistance policy from the passage of the Small Business Act of 1953 onward. She traces the heritage of the policy and shows how American core values, those often referred to as the American Creed, contributed to shaping that policy. Anglund points out that the American national government is in the business of promoting small business. Government agencies help entrepreneurs develop small businesses through a wide range of programs providing financial assistance such as loans, government contract assistance including set-asides, and management and technical support. Unlike government programs for farmers and big businesses, which are usually invisible to the citizenry, small business aid programs are extremely and intentionally visible. Congress declared the policy of aiding small business and launched the contemporary era of small business assistance programs in the Small Business Act of 1953. In this study, Anglund traces the heritage of the Small Business Act, probes influences on small business and enactments of the 1953-1997 period, and show how American core values, those often referred to as the American Creed, contributed to shaping small business policy and to the support it received. Scholars, students, and researchers involved with public policy, political culture, business politics and history, and economic development will find this study of particular interest.

Far from presenting a monolithic front, the business community fragmented into nationalist and internationalist camps, according to this study. Division over each issue varied with the size, type, and geographic region of the various business interests, and despite their formidable economic power, business internationalists are shown to have played a more limited role on certain issues than has been formerly assumed. Unfortunately for the future development of United States diplomacy and world stability, no institutional means for tempering business influence on the formulation of foreign policy, or for coordinating economic and political foreign policies, were developed in the twenties.

Prior to the 1970s, very few corporations had Washington offices. But a wave of new government regulations and declining economic conditions mobilized business leaders. Companies developed new political capacities, and managers soon began to see public policy as an opportunity, not just a threat. In a context where the future was at a standstill, this research also explains what became of the managerial processes at the heart of capitalism from the 40s onwards: the shift from a managerial capitalism of calculation to a narrative capitalism made up of "desiring machines". This digital management no longer simply contributes, along with others, to unveiling and revealing the future. Aligned with the American obsession with novelty, it is the very process of revelation and unveiling, with managers and consumers alike becoming the intersecting subjects of desires borne of managerial apocalypses. To explore this period of American history, the author has combined a triple narrative anchored in three types of archives: an intimate history of this reconfiguration from the presence in New York of Saint-Exupéry, Burnham and Wiener; a description of the great historical moment of industrial mobilization; and a philosophical speculation about reconfiguration and its links to American history.

This volume gives a business history perspective on the Varieties of Capitalism debate and considers the respective merits of the liberal and coordinated market economies. It looks at individual firms and business people as well as institutions and takes a long-term perspective by covering the whole 20th century. The authors examine both continuity and change with a particular focus on the Netherlands, a nation with an open economy, situated between two countries that oppose each other in the way they organize their economies: Germany and Great Britain. The Netherlands also provides an important case study with Dutch business maintaining strong links to the United States, widely considered to be the ‘typical’ liberal market economy. Contributors address the main topics of the capitalism debate, including labour relations, corporate governance, the firm and its leaders, coordination between firms, innovation, multinationals as agents of change, and economic performance. They show that the Netherlands moved from a mostly liberal market economy before 1914 towards a coordinated market economy from the 1930s onwards, and – up to a certain extent – back again to a more liberal market economy. Under both varieties of capitalism the country experienced economic growth and stagnation, but a more equal division of wealth occurred in the coordinated market economy only. Wars and international economic crises offered moments for revaluation and changes of tack. This book raises questions for every country around the globe: How is change being brought about? Can one see different results from a liberal or a more coordinated market economy? And most critically: which system is more effective in bringing prosperity and enabling enough people to share in the wealth?
