The idea of a united Europe has been entertained, even partially at least, achieved, inter alia, CharlemagI!e, Napoleon, Hitler, and in our da)' by Spaak, Monet and Chancellor Kohl: the first three by military conquest, the last three by "negotiation" and the creation of integrating institutional arrangements. The motives varied from the twisted paranoia of the Nazis to the idealism of SpaaklMonet/Kohl in avoiding conflicts and wars. Under the protection of NATO the European Coal and Steel Community soon was transformed into the EEC by the 1957 Treaty of Rome. The massive reduction of trade barriers, particularly between France and Germany, was rewarded by vigorous growth over the next 15 years. Even as late as 1972, when Britain acceeded to the Treaty of Rome, the EEC was thought to be lar~ely a customs union: in de Gaulle eyes the EEC was simply a collection of sovereISJ:l states who cooperated primarily on trade. Each state however enjoyed a veto; deCIsions had to be unanimous.

The European Recovery Plan—better known as the Marshall Plan, after chief advocate Secretary of State George C. Marshall—was in part an act of charity but primarily an act of self-interest, intended to prevent postwar Western Europe from succumbing to communism. By speeding the recovery of Europe and establishing the basis for NATO and diplomatic alliances that endure to this day, it became one of the most successful U.S. government programs ever. The Brookings Institution played an important role in the adoption of the Marshall Plan. At the request of Arthur Vandenberg, chairman of the Senate Foreign Relations Committee, Brookings scholars analyzed the plan, including the specifics of how it could be implemented. Their report gave Vandenberg the information he needed to shepherd the plan through a Republican-dominated Congress in a presidential election year. In his foreword to this book, Brookings president Strobe Talbott reviews the global context in which the Truman administration pushed the Marshall Plan through Congress, as well as Brookings' role in that process. Trade issues are front-page news but most Americans know little about the potential impact of global economic interdependence on their jobs, standard of living, and quality of life. In Trade and the American Dream, Susan Aaronson highlights a previously ignored dimension of the United States trade policy: public understanding. Focusing on the debate over the three mechanisms designed to govern world trade—the International Trade Organization (ITO), the General Agreement on Tarriffs and Trade (GATT), and the World Trade Organization (WTO)—she examines how policymakers communicate and how the public comprehends trade policy. Since 1947 the U.S. has led global efforts to free trade, and support for freer trade policies and for an international organization to govern world trade has become dogma among policymakers, business leaders, and economists. Relaying on archival research, polling data, public documents, interviews, and Congressional testimony, Aaronson shows that the public also matters in trade policy decisions. If concerns about the implications of economic interdependence remain unaddressed, American trade policy and an international trade organization are vulnerable to a surge of populism and isolationism. While Americans became addicted to imported cars, radios, computers, and appliances, a growing number saw the costs of freer trade policies in the nation's slums, poverty statistics, crime rate, and unemployment figures. Concerns about freer trade policies reached a crescendo in the mid-1990s, especially as Congress debated U.S. participation in the North American Free Trade Agreement (NAFTA). Aaronson suggests ways to create greater public understanding for the GATT/WTO and international trade. If national trade policy is to play in Peoria, Americans must first understand it.

The American Marshall Plan Film Campaign and the Europeans is the first book to explore the use of the Marshall Plan films and, importantly, their distribution and reception across Europe. The study examines every available film – the 170 that remain from the 200 estimated to have been made – and looks at how they were designed to instil hope, argue the case for economic restructuring and persuade the Europeans of the superiority of the liberal-capitalist system. The book goes on to reason that the films served as a powerful weapon in the cultural Cold War, but that the European audiences were by no means passive victims of the US propaganda effort. Maria Fritsche discusses the Marshall Plan films in the context of countries across Western, Northern and Southern Europe, covering the majority of the 17 European countries that participated in the Plan in the process. The book incorporates 70 images and utilises a vast number of archival sources to explore the strategies the US adopted to sway the minds of the Europeans, the problems they encountered in the process and, not least, the varied responses of the European audiences. It is a vital study for any scholar or student keen to know more about postwar recovery in Europe, the legacy of the Second World War or America's relationship with Europe in the 20th century.
