The stakes for developing countries are also very high because the domestic agricultural policies of these two giants have a considerable influence on the international markets of major agricultural commodities.Studying why policies are what they are is an important research issue: legitimate in its own right on scientific grounds and relevant for any institution dealing with agricultural policies. Thus, it is only fitting that an international research institute dealing with food policy should analyze developed country policies and actions. This book is a further development of a research report by Michel Petit, ``Determinants of Agricultural Policies in the United States and the European Community'', published by the International Food Policy Research Institute (IFPRI), and is written by a team of eminent European scholars from a variety of organisations called together by Michel Petit and working under his leadership. Concentrating on the policy process in the European Community, this research provides useful insights on the influence of domestic, economic and political factors in shaping the positions of member countries in Community negotiations and on the process leading to a Community policy decision.

Book excerpt: This chapter discusses principles and consequences of the common agricultural policy (CAP) of the European Community (EC). It shows that agricultural pricing policies aimed at supporting farm incomes were already in place in EC member countries before the inception of the CAP; indeed, in the presence of these policies, the CAP was a logical consequence of the extension of the common market to the agricultural sector. Thus, the flaws of the CAP can be traced back to national policies and attitudes toward agriculture. Recognition of the burden of agricultural support on the rest of the economy, as well as the growing budgetary costs, has elicited a greater public interest in the CAP. Equally, the trade frictions caused by export subsidies have underlined the CAP's international implications. For these reasons, the member states appear more determined than hitherto to bring agricultural expenditure under control. Given the wider effects of the CAP both on EC economies and the international community, it is to be hoped that current efforts at reform will be successful.

Book excerpt: Despite a gradual and sustained decline in the contribution of agriculture to the economies of the member countries of the Organization for Economic Cooperation and Development (OECD), the sector remains socially and politically important. Although agriculture accounts for less than 2% of the gross domestic product of the OECD countries, it occupies over 35% of their total land area. Predominantly rural regions, where agriculture remains particularly important, contain almost one quarter of the population of OECD countries. The past quarter century has witnessed signi?cant changes in agricultural po- cies in OECD countries. Although total support remains high, a shift has taken place from price-linked measures to direct income support, most notably in the European Union. Policies have been adapted to meet pressing social concerns, such as ens- ing food security and improving environmental quality. OECD countries face major economic issues due to the ageing of their populations and the need to adapt to gl- alization and increasing competition from emerging economies. Continued pressure to reform agricultural policies will be exerted by the need to economize on the use of scarce public resources. At the same time, agriculture faces new challenges g- erated by climate change, the “greening” of the economy, increasing scarcity of energy and water, and the demands placed on the food system by an expanding world population.

Book excerpt: Western democratic welfare states often featured sectoral governance arrangements where governments negotiated policy with sectoral elites, based on shared ideas and exclusive institutional arrangements. Food and agriculture policy is widely considered an extreme case of compartmentalized and ‘exceptionalist’ policy-making, where sector-specific policy ideas and institutions provide privileged access for sectoral interest groups and generate policies that benefit their members. In the last two decades, policy exceptionalism has been under pressure from internationalization of policy-making, increasing interlinkage of policy areas and trends towards self-regulation, liberalization and performance-based policies. This book introduces the concept of ‘post-exceptionalism’ to characterize an incomplete transformation of exceptionalist policies and politics which preserves significant exceptionalist features. Post-exceptional constellations of ideas, institutions, interests and policies can be complementary and stable, or tense and unstable. Food and agriculture policy serves as an example to illustrate an incomplete transformation towards a more open, contested and networked politics. Chapters on agricultural policy-making in the European Union and the United States, the politics of food in Germany and the United Kingdom, transnational organic standard setting and global food security debates demonstrate how ‘postexceptionalism’ helps to understand the co-existence of transformation and path dependency in contemporary public policies. The chapters in this book were originally published as a special issue of the Journal of European Public Policy.

Even while it remains the sole instance of a regionally integrated agricultural policy, the CAP no longer embodies the same degree of cross-national harmonization of agricultural policy among EC/EU member states that it once did. The CAP has undergone policy reforms in the past two decades and these reforms have spawned a host of questions. What has caused the CAP to reform? How path-breaking are CAP reforms? Are they consistent with founding CAP goals or do they encompass new ideas about agriculture’s place in the economy and society? How did a sector of diminishing social and economic importance manage to maintain such political prominence? The conventional answer focuses on the negotiations among the member states of the European Community from 1958 onwards. That story holds that the political priority, given to the CAP, as well as its long-term stability, resides in a basic devil's bargain between French agriculture and German industry. In Farmers on Welfare, a landmark new account of the making of the single largest European policy ever, Ann-Christina L. Knudsen suggests that this accepted narrative is rather too neat. In particular, she argues, it neglects how a broad agreement was made in the 1960s that related to national welfare state policies aiming to improve incomes for farmers. Drawing on extensive archival research from a variety of political actors across the Community, she illustrates how and why this supranational farm regime was created in the 1960s, and also provides us with a detailed narrative history of how national and European administrations gradually learned about this kind of cooperation.By tracing how the farm welfare objective was gradually implemented in other common policies, Knudsen offers an alternative account of European integration history.
