It progresses through the relevant theatrical and historical events of the century, through the period after the RUC’s dissolution and replacement with the Police Service of Northern Ireland (PSNI) in 2001, and concludes in 2021 to coincide with the centenary of Partition. As such, this project is distinctive in its ability to trace paradigm shifts in perceptions of the police over time, as they intersect with relevant historical events and milestones of political conflict in the province.

The book examines the conflict from the creation of the Northern Ireland state in 1921 to 2014. This timeframe allows an analysis of how human rights impacted upon the conflict in its broadest understanding (i.e. the pre-violent conflict, the violent conflict and the post-violent conflict phases). Furthermore, it allows for a better understanding of how the various stages of the conflict impacted upon how human rights are understood in Northern Ireland today. The study’s main findings are that: (i) human rights had a significant impact on the development of the conflict; (ii) human rights violations were both underlying causes and direct causes of the descent into violence; (iii) the conflict coloured the view of human rights held by the main political actors; and (iv) human rights continue to be partially understood through the prism of the conflict. More generally, this interdisciplinary work explores the relationship between law, politics and conflict. This book will be of much interest to students of human rights, conflict resolution, British politics, law and security studies.

Using the political and legal status of England, Scotland and Wales as a comparison, Jessie Blackbourn evaluates eight aspects of Northern Ireland which the Agreement aimed to normalise: the contested constitutional status of Northern Ireland, the devolution of power, decommissioning, the removal of emergency laws, demilitarisation, police reform, criminal justice reform, and paramilitary prisoners. The book highlights the historical context which gave rise to the need for a programme of normalisation within the Belfast Agreement with respect to these areas and assesses the extent to which that programme of normalisation has been successfully implemented. By evaluating the implementation of the Belfast Agreement, the book demonstrates the difficulties that transitional or post-conflict states face in attempting to wind back extraordinary counter-terrorism policies after periods of violence have been brought to an end. The book will be of great use to students and researchers concerned with the emergence, evolution and repeal of anti-terrorism laws, and anyone interested in the history of the conflict and peace process in Northern Ireland.

These are necessary but insufficient conditions for what Galtung has described as ‘positive peace’, which requires a more fundamental review of the structural inequalities that contributed to the conflict in the first place. Using detailed case studies the authors illustrate the role played by voluntary and community sector groups, funded by Atlantic Philanthropies, in influencing the public policy agenda and securing long term systemic changes. They also critique the work of Atlantic as a ‘pay to play’ organization whose original mission moved from funding the higher education sector on the island of Ireland to become a key foundation with a significant role in the peace process.
