Book excerpt: Based on extensive research conducted in Colombia since 2009, this book addresses the connection between land grabbing and agrarian capitalism, as well as the unfulfilled promises of peace and justice. While land remains a key resource at the core of many contemporary civil wars, the impact of high-intensity armed violence on the formation of agrarian capitalism is seldom discussed. Drawing on nearly 200 interviews, archival research, and geographical data, this book examines land grabbing and the role of violence in capital with a particular focus on one key actor in the Colombian civil war: paramilitary militias. This book demonstrates how the intricate ties between armed conflict and economy formation are obscured by the widespread belief that violence is a radical form of action, breaking with the normal course of society and disconnected from the legal economy. Under this view, dispossession is perceived as diametrically opposed to capitalist accumulation. This belief is enormously influential in precisely those bureaucratic agencies that are in charge of peacebuilding, both domestically and internationally. However, this narrow view of the relationship between armed violence and capitalism belies the close ties between plunder and lawful profit, and obscures the continuity between violent dispossession and the free market. By the same token, it legitimizes post-war inequality in the name of capitalist development. The book concludes by arguing that the promotion of radical democracy in the government of land and rural development emerges as the only reasonable path for pacifying a violent polity. The book is essential reading for students, scholars, and development aid practitioners interested in land and resource grabbing, agrarian capitalism, civil wars, and conflict resolution.

Book excerpt: Exploring globalization from a labor history perspective, Aviva Chomsky provides historically grounded analyses of migration, labor-management collaboration, and the mobility of capital. She illuminates the dynamics of these movements through case studies set mostly in New England and Colombia. Taken together, the case studies offer an intricate portrait of two regions, their industries and workers, and the myriad links between them over the long twentieth century, as well as a new way to conceptualize globalization as a long-term process. Chomsky examines labor and management at two early-twentieth-century Massachusetts factories: one that transformed the global textile industry by exporting looms around the world, and another that was the site of a model program of labor-management collaboration in the 1920s. She follows the path of the textile industry from New England, first to the U.S. South, and then to Puerto Rico, Japan, Mexico, Central America, the Caribbean, and Colombia. She considers how towns in Rhode Island and Massachusetts began to import Colombian workers as they struggled to keep their remaining textile factories going. Most of the workers eventually landed in service jobs: cleaning houses, caring for elders, washing dishes. Focusing on Colombia between the 1960s and the present, Chomsky looks at the Urabá banana export region, where violence against organized labor has been particularly acute, and, through a discussion of the AFL-CIO’s activities in Colombia, she explores the thorny question of U.S. union involvement in foreign policy. In the 1980s, two U.S. coal mining companies began to shift their operations to Colombia, where they opened two of the largest open-pit coal mines in the world. Chomsky assesses how different groups, especially labor unions in both countries, were affected. Linked Labor Histories suggests that economic integration among regions often exacerbates regional inequalities rather than ameliorating them.

The state bears responsibility for the realization of civic needs, providing goods and services to each citizen. Doing so requires the exercise and maintenance of social and political control. It is John Martz's contention that clientelism underlines the fundamental character of Latin American social and political life. As the modernizing bureaucratic state has developed in Latin America, there has been a concurrent shifting away from clientelistic relationships. Yet in one form or another, political clientelism still remains central.Clientelism occurs when large numbers of low-status individuals, such as those in the slums of rural and underdeveloped areas, are protected by a powerful patron who defends their interests in return for deference or material reward. In Colombia the rural patron has become a member of the higher clientelistic system as well; he is dependent on a patron who operates at the national level. This enables urban elites to mobilize low-status clients for such acts as mass demonstrations of political loyalty to the regime. The implicit assumption in the international community that rapid political democratisation along with economic liberalisation holds the key to sustainable peace is belied by the experiences of countries such as Iraq and Afghanistan. Often, the challenges of post-conflict reconstruction revolve around the timing and sequencing of different reform that may have contradictory implications. Drawing on a range of thematic studies and empirical cases, this book examines how post-conflict reconstruction policies can be better sequenced in order to promote sustainable peace. The book provides evidence that many reforms that are often thought to be imperative in post-conflict societies may be better considered as long-term objectives, and that the immediate imperative for such societies should be 'people-centred' policies.
