Book excerpt: Scholars have long argued over whether the 1648 Peace of Westphalia, which ended more than a century of religious conflict arising from the Protestant Reformations, inaugurated the modern sovereign-state system. But they largely ignore a more fundamental question: why did the emergence of new forms of religious heterodoxy during the Reformations spark such violent upheaval and nearly topple the old political order? In this book, Daniel Nexon demonstrates that the answer lies in understanding how the mobilization of transnational religious movements intersects with--and can destabilize--imperial forms of rule. Taking a fresh look at the pivotal events of the sixteenth and seventeenth centuries--including the Schmalkaldic War, the Dutch Revolt, and the Thirty Years' War--Nexon argues that early modern "composite" political communities had more in common with empires than with modern states, and introduces a theory of imperial dynamics that explains how religious movements altered Europe's balance of power. He shows how the Reformations gave rise to crosscutting religious networks that undermined the ability of early modern European rulers to divide and contain local resistance to their authority. In doing so, the Reformations produced a series of crises in the European order and crippled the Habsburg bid for hegemony. Nexon's account of these processes provides a theoretical and analytic framework that not only challenges the way international relations scholars think about state formation and international change, but enables us to better understand global politics today.

Allan argues that cosmological concepts arising from Western science made possible the shift from a sixteenth century order premised upon divine providence to the present order centred on economic growth. As states and other international associations used scientific ideas to solve problems, they slowly reconfigured ideas about how the world works, humanity's place in the universe, and the meaning of progress. The book demonstrates the rise of scientific ideas across three cases: natural philosophy in balance of power politics, 1550–1815; geology and Darwinism in British colonial policy and international colonial orders, 1860–1950; and cybernetic-systems thinking and economics in the World Bank and American liberal order, 1945–2015. Together, the cases trace the emergence of economic growth as a central end of states from its origins in colonial doctrines of development and balance of power thinking about improvement.

The Oxford Handbook of Early Modern European History, 1350-1750 provides an account of the development of the subject during the past half-century, but primarily offers an integrated and comprehensive survey of present knowledge, together with some suggestions as to how the field is developing. It aims both to interrogate the notion of "early modernity" itself and to survey early modern Europe as an established field of study. The overriding aim will be to establish that 'early modern' is not simply a chronological label but possesses a substantive integrity. Volume II is devoted to "Cultures and Power", opening with chapters on philosophy, science, art and architecture, music, and the Enlightenment. Subsequent sections examine 'Europe beyond Europe', with the transformation of contact with other continents during the first global age, and military and political developments, notably the expansion of state power.
