It examines the manner and extent to which the African Union exercises two forms of agency—shirking and slippage—in its strategic and collaborative partnerships. The author focuses on four major AU partnerships with the European Union, NATO, the United Nations and US AFRICOM. The books examines African agency in each partnership by exploring the politics and dynamics of each partnership in different aspects: the multilevel engagement, institutionalization, resource contribution and disbursement, as well as preference linkage. It specifically does that by examining African ownership and leadership in all of these aspects. The book highlights the role of agency slack as a survival strategy to escape from the AU’s subaltern position in international politics. It designates the partnership with the European Union as emblematic of African agency; while the others exhibit different forms of agency slack. Partnerships with NATO and the United Nations exhibit shirking, while that with the US AFRICOM exhibits slippage.

It takes the reader through the various intergovernmental processes that preceded and followed the establishment of the Union and through the workings of key organs such as the Assembly of Heads of State, the Council of Ministers, the Pan African Parliament and the Commission. The study argues that the African Union represented a rational choice of its member states, who saw it as a means to advancing their individual and collective preferences for liberation, peace and security, good governance and socio-economic development. It maintains that the African Union did not only make marked progress in a number of areas; the Union also established norms that had transformational effects on military and political elites at country and regional levels. However, like in most agent-principal relations, the autonomy of the Union was limited in many ways, and this affected the Union’s effectiveness in such areas as human and socio-economic development, as well as in sustaining peace support operations. At a more general level, the study argues that the African Union offers clear insights into integration as a multidimensional process that no single theoretical tradition can explain in a comprehensive manner. The author’s response to such a theoretical limitation is “fusionism”, an integrated approach that amalgamates various analytical traditions in order to provide a better explanation of the processes of international integration. The detailed analysis and bold proposals will undoubtedly make the study appealing not only to specialists in African Studies, but equally to a broader spectrum of international relations and development scholars.

Book excerpt: Situations of serious or massive violations of human rights are no longer purely of domestic concern, and sovereignty can no longer be an absolute shield for repressive governments in such circumstances. Based on this realization, the international community has recognized a responsibility to protect individuals in states where their governments are unable or unwilling to provide protection against the most serious violations. However, so far, only one intergovernmental organization, the African Union (AU), has explicitly made the right to intervene in a Member State part of its foundational text in Article 4(h) of its Constitutive Act. Although there have been cases of Article 4(h)-type interventions in Africa, the AU Assembly has not yet invoked Article 4(h) explicitly. This book brings together experts in the field to explore the potential application of Article 4(h), and the complexities that may explain its non-invocation so far. Although Article 4(h) is noble in purpose, its implementation faces several legal and policy challenges given that the use of force penetrates the principles of state sovereignty and non-intervention – the very cornerstones upon which the AU is founded. This book considers these issues, as well as the need to reconcile Article 4(h), in so far as it allows the AU to exercise military intervention to protect populations at risk of mass atrocities, with the provisions of the Charter of the United Nations. 'Closer Union: A Letter on South African Union and the Principles of Government' is a polemical work in which the author argues for greater rights for blacks and women in South Africa. Olive Emilie Albertina Schreiner was born on 24th March 1855 at the Wesleyan Missionary Society station at Wittebergen in the Eastern Cape, near Herschel in South Africa. In 1880, Olive set sail for the United Kingdom with the goal of taking a position as a trainee nurse at the Royal Infirmary in Edinburgh in Scotland. Unfortunately ill-health prevented her from studying and she was forced to concede that writing would and could be her only work in life. In 1883, she produced her first published work The Story of an African Farm which she penned under the pseudonym Ralph Iron. This novel details the lives of three characters, first as children and then as adults, and caused significant controversy over its frank portrayal of freethought, feminism, premarital sex, and transvestitism. She became increasingly involved with the politics of the South Africa, leading her to make influential acquaintances such as Cecil John Rhodes, with whom she eventually became disillusioned and wrote a scathing allegory in his honour.
