Book excerpt: The President established the Blue Ribbon Commission on Defense Management in part because public confidence in the effectiveness of the defense acquisition system has been shaken by a spate of 'horror stories' - overpriced spare parts, test deficiencies, and cost and schedule overruns. Unwelcome at any time, such stories are particularly unsettling when the Administration and Congress are seeking ways to deal with record budget deficits. A major task of this Commission has been to evaluate the defense acquisition system, to determine how it might be improved, and to recommend changes that can lead to the acquisition of military equipment with equal or greater performance but at lower cost and with less delay. For this purpose, the Commission formed an Acquisition Task Force. This report compared the defense acquisition system with other systems, both government and commercial, that develop and produce equipment of comparable complexity, in order to find success stories that could provide a model on which reforms of the defense acquisition system could be based. Defense acquisition represents the largest and, in our judgment, the most important business enterprise in the world. It deserves to be managed with the highest standards. We therefore conducted a 'search for excellence' by examining organizations that had been most successful in acquisition, in order to find a model of excellence for defense acquisition.

Book excerpt: The 1986 report by the President's Blue Ribbon Commission on Defense Management (commonly known as the Packard Commission) made many recommendations to improve the management and organization of the Department of Defense (DOD). In February 1989, the President directed the Secretary of Defense to develop a plan to fully implement the Commission's recommendations, as well as to substantially improve defense management overall. In July 1989, the President approved and the Secretary issued the Defense Management Report (DMR) which outlined actions needed to improve DOD management. In January 1990, DOD issued a status report on DMR implementation that contained specific management improvement initiatives intended to (1) save an estimated $39 billion in program costs and (2) eliminate an estimated 42,900 civilian and military positions over fiscal year 1991-95. DOD's implementation of several of the DMR savings initiatives have been evaluated. Specific objectives were to (1) determine the status of those initiatives, (2) evaluate the savings estimated to result from implementing some major (high dollar) initiatives, and (3) determine whether the services have reduced the number of acquisition personnel since the Packard Commission's 1986 recommendation.

Book excerpt: In 1986, the President's Blue Ribbon Commission on Defense Management (Packard Commission) published A Quest for Excellence, Final Report to the President. Subsequently, National Security Directive 219 directed implementation of the recommendations in the report and the Goldwater-Nichols Act incorporated many of the recommendations into law. This study examines one aspect of the Commission's report, Acquisition Organization and Procedures, and addresses how well the Army has implemented the spirit as well as the content of the recommendations. A structured questionnaire was sent to the 318 personnel who had served as Program/Project/Product Managers since employed by the government in November 1990. A total of 255 responded. The study concluded that neither the spirit nor the content of the Packard Commission recommendations has been implemented by the Army. The major findings include: the organizational structures and procedures recommended by the Commission added to, rather than replaced, the old way of doing business; the changes neither added stability, nor streamlined reporting; better and earlier coordination was found to be needed between the acquisition and testing communities; and the inability of the war fighter to defend requirements precludes effective acquisition reform.
