Book excerpt: For most citizens of the US, the jeremiad of the American Dream and pulling oneself up by your own bootstraps is a fallacy. With 45 million people currently falling below the official poverty line and 52.2 million people enrolled in some form of means tested government assistance, it is clear that we have a poverty problem. Current poverty levels are politically unacceptable and socially unnecessary. Given the aggressive nature in which the US government fought the War on Poverty in the 1960's, it is shocking that these numbers are still so high. Existing social policy, rather than working to provide stepping stones for legitimate mobility, often instead provides just enough to maintain the status quo, keeping people dependent on welfare programs. This article uses the longitudinal Panel Study on Income Dynamics (PSID) to answer the question: How effective is social welfare policy in eradicating poverty? Existing research on social policy fails to acknowledge the all-encompassing nature of poverty. By focusing narrowly on the efficacy of a single program, researchers ignore the intricacies of life in poverty. Instead, we aim to analyze the socioeconomic and political climates surrounding housing policies in Oakland and Detroit in order to better understand where the social policy falls short and what it ignores. Through an examination of social welfare policy related to housing from 1978 to 2010, we find that the mechanisms through which social welfare policy has failed to eradicate systemic inequity and the ways that it perpetuates this inequity. Using housing policy, we will illuminate the limitations and barriers policymakers face so that moving forward, they can more adequately address these barriers, resulting in more effective policy.

The Dilemma of American Social Welfare argues against the idea that there are inexpensive cures for serious societal sicknesses. Epstein takes on an immense literature in psychotherapy, social work, and welfare, all offering simple answers to complex problems. Two of the largest social experiments ever undertaken in the U.S. are evaluated in depth. The Negative Income Tax experiments of the 1960s and early 1970s tested the feasibility of an income guarantee; and the Evaluation of State Work/Welfare Initiatives employed a variety of programs to stimulate welfare recipients to find jobs. Epstein also analyzes social services associated with social work and examines approaches to juvenile delinquency and drug addiction. Epstein is blunt in his denial that traditional welfare can readily resolve major social and economic questions of the times. His work, addressed to the malaise in thesocial welfare or helping professions, should serve asan early warning signal that easy solutions are hard for recipients to identify and harder still for donors to put forth. Although it was originally published in the early 1990s, the book remains relevant to political and social questions of the day, which makes it of interest to sociologists, political scientists, policymakers, researchers, and others interested in policy and urban studies.

Although life expectancy and survival rates in the United States have improved dramatically over the past century, Americans live shorter lives and experience more injuries and illnesses than people in other high-income countries. The U.S. health disadvantage cannot be attributed solely to the adverse health status of racial or ethnic minorities or poor people: even highly advantaged Americans are in worse health than their counterparts in other, "peer" countries. In light of the new and growing evidence about the U.S. health disadvantage, the National Institutes of Health asked the National Research Council (NRC) and the Institute of Medicine (IOM) to convene a panel of experts to study the issue. The Panel on Understanding Cross-National Health Differences Among High-Income Countries examined whether the U.S. health disadvantage exists across the life span, considered potential explanations, and assessed the larger implications of the findings. U.S. Health in International Perspective presents detailed evidence on the issue, explores the possible explanations for the shorter and less healthy lives of Americans than those of people in comparable countries, and recommends actions by both government and nongovernment agencies and organizations to address the U.S. health disadvantage.

The papers on welfare leavers and welfare dynamics cover a comparison of existing welfare leaver studies, data from the state of Wisconsin on welfare leavers, and data from the National Longitudinal Survey of Youth used to construct measures of heterogeneity in the welfare population based on the recipient's own welfare experience. A final paper discusses qualitative data.
