Of course, every country acknowledges the importance of developing human capital, but Hanushek and Woessmann argue that message has become distorted, with politicians and researchers concentrating not on valued skills but on proxies for them. The common focus is on school attainment, although time in school provides a very misleading picture of how skills enter into development. Hanushek and Woessmann contend that the cognitive skills of the population—which they term the “knowledge capital” of a nation—are essential to long-run prosperity. Hanushek and Woessmann subject their hypotheses about the relationship between cognitive skills (as consistently measured by international student assessments) and economic growth to a series of tests, including alternate specifications, different subsets of countries, and econometric analysis of causal interpretations. They find that their main results are remarkably robust, and equally applicable to developing and developed countries. They demonstrate, for example, that the “Latin American growth puzzle” and the “East Asian miracle” can be explained by these regions' knowledge capital. Turning to the policy implications of their argument, they call for an education system that develops effective accountability, promotes choice and competition, and provides direct rewards for good performance.

The purposes of this study were to assess basic understanding of economic concepts and cognitive levels of junior high school students in Taiwan, and to assess whether selected student, teacher, and school characteristics could be used to explain a portion of the variance associated with the scores on economic knowledge. Procedures. Two-stage sampling procedures were used in selecting the sample. A sample of seventeen junior high schools were contacted. A total of 34 ninth grade classes with 1480 students were utilized as the sample in this study. The economic literacy status of the students' knowledge was measured by using the Test of Economic Knowledge (TEK). Each test item was categorized by a content category and a cognitive level. Demographic and related data were also collected. Findings. The mean for the Taiwan Version Test of Economic Knowledge (TVTEK) of the sample was 25.26 with a standard deviation of 6.41. Of the four economic content categories, students correctly answered the highest percentage of questions in the area of "International" economic concepts, followed by "Fundamental", "Microeconomic", and "Macroeconomic" concepts. Of the three cognitive levels students had the greatest percentage of correct responses to questions at the "Comprehension" level, followed by "Application" and "Knowledge" level. Data analysis revealed significant differences in the mean economic knowledge scores as well as the average percentage of correct responses from the four content categories and the three cognitive levels of the test items between junior high school students in Taiwan and in the United States consistently favoring Taiwan students. The stepwise multiple regression procedure revealed six characteristics that were significant in explaining a portion of the variance in the knowledge scores of the respondents. Conclusions. The following conclusions were drawn from this study. (a) Taiwanese ninth graders score significantly higher on the Test of Economic Knowledge than do American ninth graders with economics instruction. (b) Taiwanese ninth graders perform relatively well on international economic concepts. They perform a little less well in the other three content categories, that is, fundamental economic, microeconomic, and macroeconomic concepts. (c) The best predictor of economic knowledge test scores is the students' "Overall GPA". This variable accounts for about 55 percent of the variance of economic knowledge scores. (d) The other significant predictors in combination with student's GPA are: The student's future goal (whether going on to school or not), teacher's years of teaching economics, teacher's number of economics course credits, class size, and family income level. These five variables in the regression equation explained about 4 percent of the variance in students' score on economic knowledge beyond that which can be predicted by GPA.

Book excerpt: Economic literacy is recognized as a deficit quality in the United States, no more prevalent than during the last great recession. It is paramount the K-12 educational system lead the movement to educate the public on economic content and issues, as it is the one institution that has direct contact with all citizens. The question then must be asked, how economic literate are teachers entrusted with the responsibility of imparting economic knowledge to his/her K-12 grade level student. A sample of Arkansas teachers at each grade level K -- 12 were tested using national normed economic literacy tests designed to test the economic knowledge of their respective grade level student. Using multiple regression, one-way and factorial ANOVA, and one-way MANOVA to analyze the data, a picture of both economic knowledge and teacher human capital investment in economics emerged. Teacher data were analyzed using a composite score, an economic content score, and scores on each of the twenty voluntary national content standards in economics as defined by the Council for Economic Education. A correlation of the voluntary national content standards in economics to Arkansas social studies curriculum frameworks allowed for analysis of Arkansas teachers' mastery on content set forth in the curriculum standards. Elementary teachers were best prepared to cover their grade level economic curriculum content and high school teachers the least prepared whether the high school content was taught in a stand-alone class or infused into another social studies course. The number of professional workshops attended were the best predictor of success on the grade level economic literacy test. Recommendations discussed include economic educational preparation of socials studies teachers and grade specific professional development workshops accompanied by pedagogical techniques.

The subject is rarely taught in elementary schools, and while economics courses are offered in universities, the majority of students end their formal education with secondary school. Thus, the best opportunity for the economic education of the youth of a nation occurs in secondary schools. This book examines economic education at this critical level of the educational system. The teaching of economics in secondary schools varies across countries. These differences occur because of history, the structure of education, and other national factors. At the same time, there are common elements in the economic education of many countries, especially in content coverage. This contrast between the common features and the uniqueness of economic education in secondary schools of major industrial nations exemplifies the international perspective presented in this book. The international perspective is developed in the six sections of the volume. The first section discusses why nations should include economics in school curricula, and presents a framework for teaching economics that should have global appeal. Dissension and consensus on economic issues among North American and European economists are examined in the second section. The third section surveys the U.S. research literature on precollege economic education and assesses the current state of economics instruction in U.S. schools. The economics curricula and educational practices in seven other nations -- the U.K., Canada, Japan, Germany, Austria, Korea, and Australia -- are described in the fourth and fifth sections. The fifth section also presents international comparisons of economic understanding based on national testing in six of those nations.
