However, for homeland security and other purposes, the FBI is notified when a firearm or explosives background check involves an individual on the terrorist watchlist. This statement addresses: (1) how many checks have resulted in matches with the terrorist watchlist; (2) how the FBI uses information from these checks for counterterrorism purposes; and (3) pending legislation that would give the Attorney General authority to deny certain checks. Instant Criminal Background Check System (NICS) to conduct background checks (BC) on individuals before gun dealers may transfer any firearm to an unlicensed individual. There is no basis to automatically prohibit a person from possessing firearms or explosives because they appear on the terrorist watch list (TWL). Rather, there must be a disqualifying factor, such as a felony conviction or illegal immigration status. This report addresses: (1) the number of NICS BC involving TWL records, and the FBI's current procedures for handling these BC; and (2) has the FBI collected info. from NICS BC involving TWL records and shared this info. with counterterrorism officials? Download or read book Terrorist Watch List Screening and Brady Background Checks for Firearms written by William J Krouse and published by CreateSpace. This book was released on 2013-06-27 with total page 30 pages. Available in PDF, EPUB and Kindle. Book excerpt: The November 2009 shooting at Fort Hood, TX, renewed interest in terrorist watchlist screening and Brady background checks for firearms through the National Instant Criminal Background Check System (NICS). Pursuant to the Brady Handgun Violence Prevention Act (P.L. 103-159), in November 1998 the Federal Bureau of Investigation (FBI) activated NICS for the purposes of determining an individual's firearms transfer and possession eligibility whenever a private person seeks to acquire a firearm from a federally licensed gun dealer. Prior to February 2004, however, the FBI did not conduct terrorist watchlist queries as part of the Brady background checks because being a known or suspected terrorist was not a disqualifying factor for firearms transfer and possession eligibility; nor is it today under current law.

Available in PDF, EPUB and Kindle. Book excerpt: Although likely a small percentage of all people screened, the thousands of persons misidentified to the Terrorist Watch List can experience additional questioning, delays, and other effects. Most misidentifications occur because of similarities to names on the Terrorist Watch List; agencies are attempting to reduce the incidence of misidentifications or otherwise facilitate individuals through the screening process. The Terrorist Screening Center and Frontline-screening Agencies are addressing concerns related to Watch List Screening, and an Interagency Agreement is being developed to further ensure an effective means for seeking redress.

Download or read book Service and Advanced Technology written by Harry Katzan Jr. and published by iUniverse. This book was released on 2021-07-11 with total page 304 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is a collection of essays on service and advanced technology written by the author and are based on peer-reviewed papers presented at technical conferences. Service and advanced technology is the cornerstone of modern business and management, and future developments in the various disciplines will be based on concepts presented herein. The essays can be easily be read by persons in all areas of business and management. Some of the papers have been modified to better suit a general audience, and others have been simply improved. Titles and formatting have been adjusted in some cases. Some of the reasons for studying service and advanced technology are that the subjects serve as the bases of our everyday existence. We use service and technology on a daily basis, yet we know very little about the underlying concepts. We have no introduction, no principles of best behavior, and no theories. It is time for a change. The reader is expected to read the essays individually and in any appropriate order. Accordingly, some of the introductory material is repeated. This fact is just part of the notion of presenting topics on a needed basis. The table of contents has been designed to better serve the reader. An entry gives an abstract to the respective essay, and serves an aid to the reader in selecting an essay of interest. The abstract entries serve to give a quick outline of the subject matter. The essays give a view of several areas of interest to the modern reader and cover the following subjects: Service concepts, Service management, Service technology, Hospitality, Cybersecurity, Service economics, Ransomware, Applied cybersecurity, Cybersecurity policy, Watchlist concepts, Identity, The ontology of identity, Service systems ontology, and Terrorism. Harry Katzan is a professor, author, and consultant, and enjoys outdoor activities.

Download or read book Gun Control Legislation written by William J. Krouse and published by DIANE Publishing. This book was released on with total page 51 pages. Available in PDF, EPUB and Kindle. Book excerpt: Congress has continued to debate the efficacy and constitutionality of federal regulation of firearms and ammunition, with strong advocates arguing for and against greater gun control. While several dozen gun control-related proposals have been introduced in recent Congresses, only a handful of those bills received significant legislative action. The 109th Congress, for example, passed two bills with firearmsrelated provisions that were enacted into law. P.L. 109-72 prohibits certain types of lawsuits against firearm manufacturers and dealers to recover damages related to the criminal or unlawful use of their products by other persons, and P.L. 109-295 includes a provision that prohibits federal officials from seizing any firearm from private persons during a major disaster or emergency, if possession of that firearm was not already prohibited under federal or state law. Nevertheless, the 110th Congress could possibly reconsider several gun control proposals that were considered as part of appropriations and crime legislation in the previous Congress. During the 109th Congress, the House amended the Children's Safety Act of 2005 (H.R. 3132) to prohibit the transfer or possession of a firearm to or by any person convicted of a sex offense against a minor. The House also amended Secure Access to Justice and Court Protection Act of 2005 (H.R. 1751) to authorize certain federal court judges and officials to carry firearms for personal protection. The Senate passed a different version of H.R. 1751 that included similar provisions, as well as provisions designed to clarify and expand the Law Enforcement Officers Safety Act (P.L. 108-277) -- a law that gives concealed carry privileges to qualified on-duty and retired law enforcement officers. None of those provisions were enacted into law, however. In addition, the House Judiciary considered four gun-related bills: the ATFE Modernization and Reform Act of 2006 (H.R. 5092), the Firearms Corrections and Improvement Act (H.R. 5005), the Firearm Commerce Modernization Act (H.R. 1384), and the NICS Improvement Act of 2005 (H.R. 1415). H.R. 5092 was passed by the House. The 109th Congress, moreover, maintained a fee prohibition for Brady background checks and other funding limitations and conditions related to gun enforcement in the FY2006 DOJ appropriations (P.L. 109-108). Those limitations and conditions have been continued into FY2007 under continuing resolutions. They are often referred to as the "Tiahrt amendment," for their sponsor in the FY2004 appropriations cycle, Representative Todd Tiahrt. Issues addressed in those bills, as well as the Tiahrt funding limitations and conditions, could be reconsidered in the 110th Congress. Senator Charles Schumer, for example, has introduced a bill (S. 77) that would repeal portions of the Tiahrt amendment that limit the sharing of firearm trace data. Other gun control-related issues that may reemerge in the 110th Congress include (1) retaining Brady background check records for approved transactions to enhance terrorist screening, (2) more strictly regulating certain long-range fifty caliber rifles, (3) further regulating certain firearms previously defined in statute as "assault weapons," and (4) requiring background checks for firearm transfers at gun shows. This report will updated to reflect legislative action.

This volume presents a broad cross section of analyses of weaknesses and actions in the ongoing battle including cyberterrorism, international terrorism, and societal implications of terrorism.
