Book Terrorism and National Security Reform

Download or read book Terrorism and National Security Reform written by Jordan Tama and published by Cambridge University Press. This book was released on 2011-03-14 with total page 247 pages. Available in PDF, EPUB and Kindle. Book excerpt: Terrorism and National Security Reform demonstrates that blue-ribbon commissions can be powerful vehicles for policy change, overturning the conventional wisdom that views them only as devices for passing the buck. Jordan Tama explains how the unique political credibility of commissions can enable them to forge bipartisan consensus on tough policy challenges. He also shows that commissions are most valuable during a crisis, when policymakers face pressure to make changes but frequently cannot agree on what to do. Using an original database, case studies, and more than 200 interviews of policymakers and commission participants, Tama reveals how commissions have shaped Barack Obama's plan for ending the Iraq War, spurred the largest government and intelligence overhauls since 1947, and driven many other elements of U.S. counterterrorism policy. In an era of unrelenting partisanship and extreme polarization, this book shows that commissions are increasingly valuable policymaking tools.

Book Rethinking Leadership and whole of Government National Security Reform

Download or read book Rethinking Leadership and whole of Government National Security Reform written by Joseph R. Cerami and published by Strategic Studies Institute. This book was released on 2010 with total page 172 pages. Available in PDF, EPUB and Kindle. Book excerpt: On June 24, 2009, The Bush School of Government and Public Service and The Scowcroft Institute of International Affairs at Texas A & M University, and the U.S. Army War College, Strategic Studies Institute (SSI), conducted a conference on 'Leadership and Government Reform' in Washington, DC. Two panels discussed Leader Development in Schools of Public Affairs and Leadership, National Security, and 'Whole of Government' Reforms ... The panelists and authors reflected on the nature of external, internal, and transnational threats to U.S. security, and the need for changes in developing people, organizations, and institutions to more effectively, efficiently, and ethically improve the U.S. Government's capacity to address the need for change. The authors in this book share the belief of many in the international and public affairs community that the world is changing in fundamental ways, and our traditional models for understanding America's role do not appear to be working very well. A new era of reform is needed for this new age. In response, panelists in their detailed remarks and subsequent papers, offer suggestions to reform the United States' national security system to meet 21st century threats, while simultaneously developing the leaders who can implement a serious and broad-scale reform agenda.--

Book Project on National Security Reform

Download or read book Project on National Security Reform written by and published by Strategic Studies Institute. This book was released on 2010 with total page 211 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Project on National Security Reform submitted its 2-year study of the national security system, Forging a New Shield, to the President, President-elect, and Congress on November 26, 2008. Before the Project finalized the report's recommendations, its Vision Working Group tested the findings against a diverse set of scenarios to determine if the recommendations were robust and effective. This volume documents the scenario-testing process used by the Vision Working Group and includes the actual pre-reform and post-reform scenarios and details many other scenario techniques used in the overall study. Results revealed that each of the five major findings improved the performance of the current national security system, but, on the whole, the findings concluded that the national security system was at risk of failure and needed serious reform. The work of the Vision Working Group has led to the formulation of an additional recommendation: The country must establish a mechanism to infuse greater foresight into the Executive Branch, and in particular the national security system. This proposed mechanism, named the Center for Strategic Analysis and Assessment, would exist and operate within the Executive Office of the President. This volume details the proposed architecture and operation of the Center.

Book Legislating the War on Terror

Download or read book Legislating the War on Terror written by Benjamin Wittes and published by Rowman & Littlefield. This book was released on 2010-02-01 with total page 435 pages. Available in PDF, EPUB and Kindle. Book excerpt: A Brookings Institution Press and the Hoover Institution and the Georgetown Center on National Security and the Law publication The events of September 11 and subsequent American actions irrevocably changed the political, military, and legal landscapes of U.S. national security. Predictably, many of the changes were controversial, and abuses were revealed. The United States needs a legal framework that reflects these new realities. Legislating the War on Terror presents an agenda for reforming the statutory law governing this new battle, balancing the need for security, the rule of law, and the constitutional rights that protect American freedom. The authors span a considerable swath of the political spectrum, but they all believe that Congress has a significant role to play in shaping the contours of America's confrontation with terrorism. Their essays are organized around the major tools that the United States has deployed against al Qaeda as well as the legal problems that have arisen as a result. • Mark Gitenstein compares U.S. and foreign legal standards for detention, interrogation, and surveillance. • Matthew Waxman studies possible strategic purposes for detaining people without charging them, while Jack Goldsmith imagines a system of judicially reviewed law-of-war detention. • Robert Chesney suggests ways to refine U.S. criminal law into a more powerful instrument against terrorism. • Robert Litt and Wells C. Bennett suggest the creation of a specialized bar of defense lawyers for trying accused terrorists in criminal courts. • David Martin explores the relationship between immigration law and counterterrorism. • David Kris lays out his proposals for modernizing the Foreign Intelligence Surveillance Act. • Justin Florence and Matthew Gerke outline possible reforms of civil justice procedures in national security litigation. • Benjamin Wittes and Stuart Taylor Jr. investigate ways to improve interrogation laws while clarifying the definition and limits of torture. • Kenneth Anderson argues for the protection of
