From so-called deterritorialized terrorist organizations such as al-Qaeda to U.S.-led overthrows of existing regimes in the Middle East, the relationship between territory and sovereignty is under siege. Unfolding an updated understanding of the concept of territory, Stuart Elden shows how the contemporary "war on terror" is part of a widespread challenge to the connection between the state and its territory. Although the importance of territory has been disputed under globalization, territorial relations have not come to an abrupt end. In Genealogies of Terrorism, Verena Erlenbusch-Anderson rejects attempts to define what terrorism is in favor of a historico-philosophical investigation into the conditions under which uses of this contested term become meaningful. The result is a powerful critique of the power relations that shape how we understand and theorize political violence. Tracing discourses and practices of terrorism from the French Revolution to late imperial Russia, colonized Algeria, and the post-9/11 United States, Erlenbusch-Anderson examines what we do when we name something terrorism. Bush declared, “Either you are with us, or you are with the terrorists.” Bush’s assertion was not simply jingoist bravado—it encapsulates the civilizationalist moralism that has motivated and defined the United States since its beginning, linking the War on Terror to the nation’s settlement and founding. In Queer Terror, C. Heike Schotten offers a critique of U.S. settler-colonial empire that draws on political, queer, and critical indigenous theory to situate Bush’s either/or moralism and reframe the concept of terrorism. The categories of the War on Terror exemplify the moralizing politics that insulate U.S. empire from critique, render its victims deserving of its abuses, and delegitimize resistance to it as unthinkable and perverse. Schotten provides an anatomy of this moralism, arguing for a new interpretation of biopolitics that is focused on sovereignty and desire rather than racism and biology. This rethinking of biopolitics puts critical political theory of empire in dialogue with the insights of both native studies and queer theory. Building on queer theory’s refusal of sanctity, propriety, and moralisms of all sorts, Schotten ultimately contends that the answer to Bush’s ultimatum is clear: dissidents must reject the false choice he presents and stand decisively against “us,” rejecting its moralism and the sanctity of its “life,” in order to further a truly emancipatory, decolonizing queer politics.

But it is hard to reconcile this picture, the very image of American exceptionalism, with what America’s Use of Terror shows us: that the United States has frequently resorted to acts of terror to solve its most challenging problems. Any “war on terror,” Stephen Huggins suggests, will fail unless we take a long, hard look at ourselves—and it is this discerning, informed perspective that his book provides. Terrorism, as Huggins defines it, is an act of violence against noncombatants intended to change their political will or support. The United States government adds a qualifier to this definition: only if the instigator is a “subnational group.” On the contrary, Huggins tells us, terrorism is indeed used by the state—a politically organized body of people occupying a definite territory—in this case, the government of the United States, as well as by such predecessors as the Continental Congress and early European colonists in America. In this light, America’s Use of Terror re-examines key historical moments and processes, many of them events praised in American history but actually acts of terror directed at noncombatants. The targeting of women and children in Native American villages, for instance, was a use of terror, as were the means used to sustain slavery and then to further subjugate freed slaves under Jim Crow laws and practices. The placing of Philippine peasants in concentration camps during the Philippine-American War; the firebombing of families in Dresden and Tokyo; the dropping of atomic bombs on Hiroshima and Nagasaki—all are last resort measures to conclude wars, and these too are among the instances of American terrorism that Huggins explores. Terrorism, in short, is not only terrorism when they do it to us, as many Americans like to think. And only when we recognize this, and thus the dissonance between the ideal and the real America, will we be able to truly understand and confront modern terrorism.
