Gerard Toal and Carl Dahlman combine a bird's-eye view of the entire war from onset to aftermath with a micro-level account of three towns that underwent ethnic cleansing and--later--the return of refugees. There have been two major attempts to remake the ethnic geography of Bosnia since 1991. In the first instance, ascendant ethno-nationalist forces tried to eradicate the mixed ethnic geographies of Bosnia's towns, villages and communities. These forces devastated tens of thousands of homes and lives, but they failed to destroy Bosnia-Herzegovina as a polity. In the second attempt, which followed the war, the international community, in league with Bosnian officials, endeavored to reverse the demographic and other consequences of this ethnic cleansing. While progress has been uneven, this latter effort has transformed the ethnic demography of Bosnia and moved the nation beyond its recent segregationist past. Yet two years later, the country had ceased to exist, and devastating local wars were being waged to create new states. Between the fall of the Berlin Wall in November 1989 and the start of the war in Bosnia-Herzegovina in March 1992, the country moved toward disintegration at astonishing speed. The collapse of Yugoslavia into nationalist regimes led not only to horrendous cruelty and destruction, but also to a crisis of Western security regimes. Coming at the height of euphoria over the end of the cold war and the promise of a "new world order," the conflict presented Western governments and the international community with an unwelcome and unexpected set of tasks. Their initial assessment that the conflict was of little strategic significance or national interest could not be sustained in light of its consequences. By 1994 the conflict had emerged as the most challenging threat to existing norms and institutions that Western leaders faced. And by the end of 1994, more than three years after the international community explicitly intervened to mediate the conflict, there had been no progress on any of the issues raised by the country's dissolution. In this book, Susan Woodward explains what happened to Yugoslavia and what can be learned from the response of outsiders to its crisis. She argues that focusing on ancient ethnic hatreds and military aggression was a way to avoid the problem and misunderstood nationalism in post-communist states. The real origin of the Yugoslav conflict, Woodward explains, is the disintegration of governmental authority and the breakdown of a political and civil order, a process that occurred over a prolonged period. David Campbell pursues this question -- and its implications for the politics of community, democracy, justice, and multiculturalism -- through readings of media and academic representations of the conflict in Bosnia. National Deconstruction is a rethinking of the meaning of "ethnic/nationalist" violence and a critique of the impoverished discourse of identity politics that crippled the international response to the Bosnian crisis. Rather than assuming the preexistence of an entity called Bosnia, Campbell considers the complex array of historical, statistical, cartographic, and other practices through which the definitions of Bosnia have come to be. These practices traverse a continuum of political spaces, from the bodies of individuals and the corporate body of the former Yugoslavia to the international bodies of the world community. Among the book's many original disclosures, arrived at through a critical reading of international diplomacy, is the shared identity politics of the peacemakers and paramilitaries. Equally significant is Campbell's conclusion that the international response to the Bosnian war was hamstrung by the poverty of Western thought on the politics of heterogeneous communities. Indeed, he contends that Europe and the United States intervened in Bosnia not to save the ideal of multiculturalism abroad but rather to shore up the nationalist imaginary so as to contain the ideal of multiculturalism at home. By bringing to the fore the concern with ethics, politics, and responsibility contained in more traditional accounts of the Bosnianwar, this book is a major statement on the inherently ethical and political assumptions of deconstructive thought -- and the reworkings of the politics of community it enables.
