Book excerpt: The territorial dispute between Japan and Russia over four islands off the northeast coast of Hokkaidō has been an enduring obstacle to closer relations between the two powers and therefore an important determinant of geopolitics in North-East Asia. Having emerged at the end of World War II, this conflict has now existed for more than seven decades. And yet, despite the passage of so much time, within Japan there remains a resilience of belief that the islands will eventually be returned. This book provides a comprehensive analysis of Japan’s prospects of ever recovering these "Northern Territories". Offering an in-depth account of why the Japanese side believe they still have a chance of securing the return of the four islands, it also provides an objective and methodical evaluation of the prospects of these expectations being realised. The key finding is that Japanese policymakers and scholars have consistently overestimated the extent of Japan’s leverage with regard to Russia, and that there is, in fact, already no possibility whatsoever of sovereignty over the four islands being restored to Japan. This has major implications for Japanese decision makers who must balance their principled commitment not to compromise on territorial issues with more pragmatic considerations of energy security and how to contain the rise of Chinese regional power. Presenting a unique analysis and a strikingly different perspective on this territorial dispute, the findings of this book are of considerable importance for international relations within the Asia-Pacific region. It will be of interest to students and scholars of Japanese Politics, Russian Politics and International Relations.

Book excerpt: Since 1991, post-Soviet political elites in Ukraine, Russia and Belarus have been engaged in nation- as well as state-building. They have tried to strengthen territorial sovereignty and national security, re-shape collective identities and re-narrate national histories. Former Soviet republics have become new neighbours, partners and competitors searching for geopolitical identity in the “new Eastern Europe,” i.e. the countries left outside the enlarged EU. Old paradigms such as “Eurasia” or “East Slavic civilisation” have been re-invented and politically instrumentalized in the international relations and domestic politics of these countries. At the same time, these old concepts and myths have been contested and challenged by pro-Western elites. The main subject of this book is the construction of post-Soviet borders and their political, social and cultural implications. It focuses on the exemplary case of the Ukrainian-Russian border, approaching it as a social construct and a discursive phenomenon. The book shows how the symbolic meanings of and narratives on this border contribute to national identity formation and shape the images of the neighbouring countries as “the Other” thereby shedding new light on the role of border disputes between Ukraine and Russia in bilateral relations, in EU neighbourhood politics and in domestic political conflicts. The study also addresses “border making” on the regional level, focusing on the cross-border cooperation between Kharkiv and Belgorod and on the dilemmas of a Euroregion “in absence of Europe.” Finally, it reflects the everyday experiences of the residents of near-border villages and shows how national and local identities are performed at, and transformed by, the new border.

Escalation in such conflicts often stems from a widely shared public perception that the territory in question is of the utmost importance to the nation. While that's frequently not true in economic, military, or political terms, citizens' groups and other domestic actors throughout the region have mounted sustained campaigns to protect or recover disputed islands. Quite often, these campaigns have wide-ranging domestic and international consequences. Why and how do territorial disputes that at one point mattered little, become salient? Focusing on non-state actors rather than political elites, Alexander Bukh explains how and why apparently inconsequential territories become central to national discourse in Japan, South Korea, and Taiwan. These Islands Are Ours challenges the conventional wisdom that disputes-related campaigns originate in the desire to protect national territory and traces their roots to times of crisis in the respective societies. Leaders in Washington and Moscow recognized that nuclear proliferation would serve neither country’s interests even when they did not see eye-to-eye in many other areas. They likewise understood why collaboration in mitigating this nuclear danger would serve both their own interests and those of the international community. This volume examines seven little known examples of US-Soviet cooperation for non-proliferation, including preventing South Africa from conducting a nuclear test, developing international safeguards and export control guidelines, and negotiating a draft convention banning radiological weapons. It uses declassified and recently-digitized archival material to explore in-depth the motivations for and modalities for cooperation under often adverse political circumstances. Given the current disintegration of Russian and US relations, including in the nuclear sphere, this history is especially worthy of review.
