Drawing on insights from economic geography and two centuries of experience in developed countries, the World Bank’s World Development Report 2009: Reshaping Economic Geography emphasizes key aspects that are fundamental to ensuring an efficient rural-urban transformation. Critical among these are land, as the most important resource, and well-functioning land markets. Regardless of the stage of urbanization, flexible and forward-looking institu- ons that help the efficient functioning of land markets are the bedrock of succe- ful urbanization strategies. In particular, institutional arrangements for allocating land rights and for managing and regulating land use have significant implica- ons for how cities deliver agglomeration economies and improve the welfare of their residents. Property rights, well-functioning land markets, and the management and servicing of land required to accommodate urban expansion and provide trunk infrastructure are all topics that arise as regions progress from incipient urbani- tion to medium and high density.

It is now widely accepted that one of the major reasons for such a situation 1s the poor management of land. The focus of this paper will be on this issue of urban land in the production of housing in developing countries. In this context the role of land, as the most central human settlement issue, will be analysed by looking at different land tenure concepts and the potential solutions they contain for equitable land allocation strategies. The role of tenure can probably best be illustrated by the importance of political and social problems connected with urban landownership. To mention just a few: urban unrest is often based on landlord-tenant conflicts; urban planning is frequently obstructed by powerful landowners and/or politicians; and there is often rampant corruption in relation to urban land questions and urban planning. The public, as well as the private sector each have an important role to play in the provision of affordable serviced and well-located plots for housing the majority of low-income urban inhabitants. The position which will be taken here is that total state withdrawal from the issue of urban residential land markets is just as unproductive as full state control with outright land nationalisation and redistribution. Because of the difficulties in introducing the Western concept of private freehold, and the risks it involves concerning land speculation and gentrification of areas meant for low-income households, it is preferable to support systems of land tenure and property rights based on traditional communal land tenure systems. The key implication of this view is that squatters quot;squeezequot; the formal market, raising the price paid by formal residents. The squatter organizer, however, ensures that this squeezing is not too severe, since otherwise the formal price will rise to a level that invites eviction by landowners (defensive expenditures by squatter households also help to forestall eviction). Because eviction is thus absent in equilibrium, the model differs crucially from previous analytical frameworks, where eviction occurs with some probability.

Due to the failure of previous policies to solve the housing problems of the squatters in the capital, this study was conceived to verify the effects of land tenure security and assess the merits of tenure security as an alternative approach to enable low-income residents of the city to improve their housing. Additionally, the research was prompted by the desire to stem the fast pace of squatting in the city and eradicate the deplorable conditions in which most of the squatters live. Furthermore, it is anticipated that important lessons learned from the study settlements and within specific contexts will be able to be applied to help solve the housing and environmental problems of poor people elsewhere.

Book excerpt: Over the past decade, the Peruvian government has issued property titles to over 1.2 million urban households, the largest government titling program targeted to urban squatters in the developing world. This paper examines the labor market effects of increases in tenure security resulting from the program. In particular, I study the direct impact of securing a property title on hours of work, substitution of home for market work and substitution of adult for child labor. To isolate the causal role of ownership security I make use of differences across regions induced by the timing of the program and differences across target populations in the level of pre-program tenure security. My estimates suggest that titling results in a substantial increase in labor hours, a shift in labor supply away from work at home to work in the outside market and substitution of adult for child labor. For the average squatter family, granting of a property title is associated with a 17% increase in total household work hours and a 47% decrease in the probability of working inside the home. Furthermore, for the majority of households with children, urban property titling is associated with a 28% reduction in the probability of child labor.
