Focusing primarily on the Jordanian perspective, Dona Stewart here examines the challenges involved over the last decade to create 'good neighbourly relations'.

In the years following the 1967 war, these two countries' fates were delicately intertwined because of many factors like mutual reliance on natural resources (especially water) and parallel interests in the subordination of the Palestinian national movement. These conditions of commonality led to extensive ties between the two countries and approximated a state of de facto peace that - ironically - made an official peace treaty almost impossible to sign. A formal peace treaty would have required not only Israel's withdrawal from the West Bank but also Jordan's acknowledgment of the clandestine contacts between the two formal enemies. Yehuda Lukacs gives us an account of how this relationship changed in 1988 when Jordan disengaged from the West Bank. This event, combined with the Palestinian uprising and the Gulf War, paved the way for Israel and Jordan in 1994 to sign the Israeli-Jordanian peace treaty. By systematically examining the impact of functional cooperation between two official enemies, Lukacs makes an important contribution to Middle East studies and international conflict resolution.

It provides a brief overview of Jordan's government and economy and of its cooperation in promoting Arab-Israeli peace and other U.S. policy objectives in the Middle East. This report will be updated regularly. Several issues in U.S.-Jordanian relations are likely to figure in decisions by Congress and the Administration on future aid to and cooperation with Jordan. These include the stability of the Jordanian regime, the role of Jordan in the Arab-Israeli peace process, Jordan's role in stabilizing Iraq, and U.S.-Jordanian military and intelligence cooperation. Although the United States and Jordan have never been linked by a fornal treaty, they have cooperated on a number of regional and international issues over the years. The country's small size and lack of major economic resources have made it dependent on aid from western and friendly Arab sources. U.S. support, inparticular, has helped Jordan deal with serious vulnerabilities, both internal and external. Jordan's geographic position, wedged between Israel, Syria, Iraq, and Saudi Arabia, has made it vulnerable to the strategic designs of its more powerful neighbors, but has also given Jordan an important role as a buffer between these potential adversaries. In 1990, Jordan's unwillingness to join the allied coalition against Iraq disrupted its relations with the United States and the Persian Gulf states; however, relations improved throughout the 1990s as Jordan played an increasing role in the Arab-Israeli peace process and distanced itself from Saddam Hussein's Iraq.

This book explores the Jordanian-Israeli relations from a Jordanian perspective, focusing on the peacebuilding experience since 1994. In examining the reasons why a warm peace has not developed, the book focuses on the interplay between agency and structure on the Jordanian side, in relation to the Israeli-Palestinian context. In doing so, the book discusses the role of the various Jordanian leadership layers in the process and brings to the light intra-societal dynamics and particularities of the Jordanian social construct. Book excerpt: A critical examination of the history of US-Palestinian relations The United States has invested billions of dollars and countless diplomatic hours in the pursuit of Israeli-Palestinian peace and a two-state solution. Yet American attempts to broker an end to the conflict have repeatedly come up short. At the center of these failures lay two critical factors: Israeli power and Palestinian politics. While both Israelis and Palestinians undoubtedly share much of the blame, one also cannot escape the role of the United States, as the sole mediator in the process, in these repeated failures. American peacemaking efforts ultimately ran aground as a result of Washington’s unwillingness to confront Israel’s ever-deepening occupation or to come to grips with the realities of internal Palestinian politics. In particular, the book looks at the interplay between the U.S.-led peace process and internal Palestinian politics—namely, how a badly flawed peace process helped to weaken Palestinian leaders and institutions and how an increasingly dysfunctional Palestinian leadership, in turn, hindered prospects for a diplomatic resolution. Thus, while the peace process was not necessarily doomed to fail, Washington’s management of the process, with its built-in blind spot to Israeli power and Palestinian politics, made failure far more likely than a negotiated breakthrough. Shaped by the pressures of American domestic politics and the special relationship with Israel, Washington’s distinctive “blind spot” to Israeli power and Palestinian politics has deep historical roots, dating back to the 1917 Balfour Declaration and the British Mandate. The size of the blind spot has varied over the years and from one administration to another, but it is always present.

Migdal revisits the approach U.S. officials have adopted toward the Middle East since World War II, which paid scant attention to tectonic shifts in the region. After the war, the United States did not restrict its strategic model to the Middle East. Beginning with Harry S. Truman, American presidents applied a uniform strategy rooted in the country's Cold War experience in Europe to regions across the globe, designed to project America into nearly every corner of the world while limiting costs and overreach. The approach was simple: find a local power that could play Great Britain's role in Europe after the war, sharing the burden of exercising power, and establish a security alliance along the lines of NATO. Yet regional changes following the creation of Israel, the Free Officers Coup in Egypt, the rise of Arab nationalism from 1948 to 1952, and, later, the Iranian Revolution and the Egypt-Israel peace treaty in 1979 complicated this project. Migdal shows how insufficient attention to these key transformations led to a series of missteps and misconceptions in the twentieth century. With the Arab uprisings of 2009 through 2011 prompting another major shift, Migdal sees an opportunity for the United States to deploy a new, more workable strategy, and he concludes with a plan for gaining a stable foothold in the region.
