Book excerpt: Contingent workers are those employed in jobs that do not fit the traditional description of a full-time, permanent job with benefits. Contingent work takes the form of part-time, temporary, and contract employment. The number of contingent workers in 1988 has been estimated at between 29.9 and 36.6 million, representing 25-30 percent of the civilian work force. Reasons to be disturbed about the growth and magnitude of contingent employment include the following: the potential negative effects on the overall economy; inequities in pay and health benefits and lack of workplace protections that many contingent workers experience; and potential burdens these inequities may place on the welfare system. Those employed in part-time work are disproportionately female, younger (16-24), or older (65+), and those employed in temporary work are disproportionately female, minority, and young. Growth in contingent employment has been motivated by structural shifts, avoidance of fringe benefits costs, and short-and long-run flexibility. Policy options include direct regulation of the quantity of contingent work, reduction of contingent workers by use of other forms of work arrangements to provide flexibility, and reporting by users of contingent workers to a regulatory agency. Rather, they are in temporary or other non-standard employment arrangements where they may not receive retirement and health benefits, or safeguards such as job-protected leave under the Family Medical Leave Act, even if they have a traditional employer-employee relationship. These non-standard arrangements are sometimes referred to as "contingent" work. To collect information about contingent workers, the Department of Labor's Bureau of Labor Statistics has previously augmented the labor force data included in its monthly Current Population Survey with the Contingent Work Supplement. While a comprehensive source of data on contingent workers, the bureau has not conducted this supplement since 2005.

Book excerpt: Since the very beginning, temporary agency work has been an accepted feature in the United States’ labour market. In the European Union, however, it took more than thirty years to agree on European-level legislation in this area. The European Directive 2008/104/EC on Temporary Agency Work was promulgated on 19 November 2008. Implementation was due by 5 December 2011. The directive left many options for Member States, such as regarding the fundamental issue of equal treatment between the temporary agency worker and a comparable worker in the user enterprise. Furthermore, Member States had to review restrictions or prohibitions on the use of temporary agency work in order to comply with the directive. This book provides in-depth insight into the transposition of Directive 2008/104/EC in national legislation, collective agreements, and practices throughout the European Union. A comparison with the regulation of temporary agency work in the United States gives perspective to the analysis and allows for an assessment of the level of protection afforded in this sector of the labour market both in the EU and in the US.

In this consciousness-raising book, Jackie Krasas Rogers explores the realities of temporary work from the points of view of workers, agencies, and clients, focusing especially on issues of race, gender, power, and identity. Rogers investigates the situations of two very different kinds of temporary worker--lawyers and those in clerical settings--and finds contrasts and similarities between the two groups' reasons for seeking temporary work, the type of tasks performed, and the value attached to that labor.The goals of temporary workers can be at odds with the interests of the agency and the client, the other players in the power triad of "temping." Where clerical workers often see temporary employment as a stepping stone to a permanent job, many find upward mobility more illusory than real. Because temporary workers can be called in and let go at will or whim, and they have no established social relations in the workplace, they often work harder than permanent workers. Rogers, one of the authoritative scholars of temporary work in the United States, uses extensive archival and field data--including notes from her own work as an office temporary--to put a face on America's temporary workforce.
