This book addresses the issue of how a country, which was incorporated into the world economy as a periphery, could make a transition to the emerging state, capable of undertaking the task of economic development and industrialization. It offers historical and contemporary case studies of transition, as well as the international background under which such a transition was successfully made (or delayed), by combining the approaches of economic history and development economics. Its aim is to identify relevant historical contexts, that is, the ‘initial conditions’ and internal and external forces which governed the transition. It also aims to understand what current low-income developing countries require for their transition. Three economic driving forces for the transition are identified. They are: (1) labor-intensive industrialization, which offers ample employment opportunities for labor force; (2) international trade, which facilitates efficient international division of labor; and (3) agricultural development, which improves food security by increasing supply of staple foods. The book presents a bold account of each driver for the transition.

The Green Revolution—in the form of modern seed varieties, chemical fertilizers, pesticides, and modern machinery—has contributed to increased crop yields and farm incomes, and decreased poverty across the region. Although policy makers’ traditional focus on expanding and intensifying agricultural production has brought many benefits, the focus on productivity has come at a rising cost. The environmental sustainability of agricultural production is increasingly under threat. Moreover, as countries in the region have become more urbanized and demand for processed foods has risen, inadequate food safety systems and related food safety hazards have created a new form of food insecurity. As detailed in Agricultural Innovation in Developing East Asia: Productivity, Safety, and Sustainability, a new generation of innovation in agriculture has the potential to address the challenges of productivity, sustainability, and food safety to deliver a “triple win.†? To make the most of this promising wave of agricultural innovations, policy makers in the region will need to act to strengthen countries’ agricultural innovation systems. This effort will require a cross-cutting approach, including policy and institutional reforms, improved governance of countries’ agri-food systems, and efforts to build farmers’ and firms’ capacities to adopt new technologies and to innovate.

Eradicating hunger and poverty is also a priority Millennium Development Goal, adopted by 189 countries. The sad truth is, however, that the gap between theory and practice is wide and, at an estimated 925 million, the number of hungry people in the world remains unacceptably high. The European Union has long invested in rural development, both at home and in developing countries in Asia, Africa and Latin America. The EU is committed to ensuring global food security. The 1 billion euro EU Food Facility created in 2008 provided a rapid response to problems caused by soaring food prices in developing countries. The Food Security Thematic Programme is helping improve food security for the world's poorest and most vulnerable people. Bilateral country programmes also provide substantial support to agriculture and food security and overall the EU has more than delivered on promises made at the G8 Summit in L'Aquila in 2009 to deliver €2.7 billion in support to agriculture and food security over 2010-2012: it has committed almost €3 billion in just two years. In this brochure, we look at the EU's recently launched four-year regional programme to transfer appropriate technology to Asia's poorest, smallholder farmers who are the backbone of the region's economies. The programme, 'Technology Transfer for Food Security in Asia', seeks to improve the food security, nutrition and livelihood of the poorest and most vulnerable people in South and Southeast Asia by increasing productivity through the transfer of appropriate and effective technologies, as well as enhanced access to markets. Encouraging regional cooperation is a priority. We see this as a vivid example of how Asia and Europe can work together to empower millions of people, making them a true part of a new, rising Asia -- EU Bookshop.
