Book excerpt: Technology and Ethical Idealism investigates a pivotal intellectual and political moment in twentieth-century Indonesian history, the establishment of "development" as both an ideal and a practice. The focus of this study is on technological development as a central concern of colonial political life from 1900 to 1942 in the Netherlands East Indies. The foundations of developmentalist thinking and practice in the turn-of-the-century colonial reforms were called the Ethical policies. Tracing the interplay of Ethical politics at the highest levels of the Netherlands Indies colonial government with the technical practices of development taking place in the fields of ordinary Javanese farmers, it shows how and why technological development became such an enduring part of political and material life in the archipelago. This study offers a new history of the Ethical policies that focuses on their often-neglected technopolitical character, and the formative influence they exercised on development thinking in Indonesia among both Dutch experts and members of the community of Indonesian activists known as the pergerakan. In startling contrast with many histories of development, it shows how the interaction of colonial idealism and scientific practice led the Dutch to commit to small-scale change in their "development of the native peoples." As experts tailored technical solutions to ecological, social, and economic conditions of local areas, they eschewed high modernism in their search for colonial moderni-zation, unexpectedly prefiguring the appropriate technology movements that arose decades later. Based on extensive research in the colonial archives in The Hague, the National Library in Jakarta, and the Bogor Library of Biology and Agriculture, this study draws on official documents and scientific research of the era, as well as public discussions in both Dutch and Indonesian language newspapers and journals in order to capture not just the official plans, but also a wide range of public critiques and responses to development, and the day-to-day practices that shaped the productive lives of ordinary farmers. Offering a new exploration of politics and technology in colonial Indonesia, this book will interest historians of Indonesia and Southeast Asia, historians of technology, and those seeking to understand the complex colonial roots of international development.

Technology is changing everything we do by creating new entities (such as software, nanop- ticles, or Internet), by changing the scale of activities (e. g. vast amounts of data about people can be stored and analysed, and not infrequently without people - ing aware of this), by generating new kinds of knowledge (for instance about i- nesses, the human genome and so on). Technologies, as a consequence, impinge upon our morality and for this reason an ethics of technology should not wait passively until moral problems arise and not only focus on identi ed and exi- ing moral problems, but contemplate technology developments and possible - pacts proactively. However, this is easier said than done, because a prospective and proactive evaluation of technology developments is complicated by complexity and uncertainty. The uncertainty of technology development is closely related to one of the str- ing features of technology, namely what Jim Moor has coined logical malleability. (1985, 269) Technological devices are logically malleable in that they can be shaped to do any activity that can be characterised in terms of logical operations.

Technological idealisations refer to a methodology of using technology thought experiments to contribute to ethical debates. I do not claim this to be a new idea, and in fact will go on to give many examples of technological idealisation that already exist in the philosophical literature. The term describes the purposeful effort to collate these examples into a specific methodological framework; one which gives a particular kind of evidence which can ignore concerns of practicality and critically focus on the theoretical issues in a given debate. In order to explore this idea I will first be looking at past, better known, examples of idealisations to facilitate understanding of my own. I will look at Rawlsian ideal theory as a template for my own idealisations, as well as to explain how they can be valuable in contributing to debates (in Rawls' case political and in my case ethical). Rawls' split up the field of political theory into ideal and non-ideal theory. Non-ideal theory is practical and works within the constraints of current political reality. Ideal theory idealises the political conditions to allow theorising regarding perfect political theory. The same can be done for ethics and for technology as it relates to ethics, as is my goal. Following on from this, I also examine Johann Roduit's use of ideal theory in the closely related field of human enhancement, in which he develops an interesting methodology of using ideals to guide human enhancement programmes. However, rather than being concerned with Roduit's practical aim, my goal is theoretical. I want to take the ethical principles and theories themselves as ideals for technological development; in doing so technologies will be created, through the use of thought experiments, which agree with the theoretical aims of the theory or principle.
