Book excerpt: OBJECTIVES: Evaluation of project promoting the use of appropriate technology by rural women in selected activities, and strengthening technological capabilities of the National Council on Women and Development in Ghana. This involved the local manufacture of selected tools and equipment, and the dissemination of information on improved technologies. FINDINGS: Project objectives achieved inspite of the women's lack of access to credit facilities and supplies of raw materials, which proved a major constraint to production. The project could be effectively replicated in other countries with import restrictions provided there is a sufficient number of workshops to manufacture equipment and adequate raw materials supplies. LESSONS LEARNED: Before adopting a technology and ordering the necessary equipment, contact should be made with potential users and a feasibility study undertaken. Consultation with women's groups and mutual agreement to assistance should precede project activities. Dissemination of technology to new areas should only be made after women's groups have been trained and are ready to receive the technology. In future, priority should be given to identifying sources for the supply of raw materials and increasing access to credit facilities.

Using a multi-disciplinary methodology, empirical and sectoral overviews, and country case studies, it draws together the literature to clarify the issues and the policies. The book begins with a conceptual overview and analyses the applicability of traditional theories of technological change and impact on gender based distributional questions. It proceeds to compare the African and Asian experience, examines the African situation regionally, and then as a set of four country case studies. The authors find that the imperfections of rural factor markets have contributed to women’s concentration in labour intensive sectors, marked by low productivity and low returns. Biases in the agrarian structure and the extension services are largely responsible for the Institutionalisation of discrimination against women. Finally, the volume identifies the social, economic, and technical constraints to the diffusion of technologies relevant to rural women’s tasks. In the final chapter the book’s analysis is further refined and extended, so that its conclusions to both theory and policy making are clearly brought out, and areas of future research identified. This book is an essential read for students and scholars of labour economics, women’s studies and economics in general.

Book excerpt: Women are central to overcoming rural poverty. They play a critical role in poverty reduction and food security because they are responsible for both production and reproduction. Rural women in developing countries have longer working days than men because of their triple roles as farmers, caretakers of their families and cash earners through income-generating activities and microfinance. In addition, increasing drought and deforestation in many parts of the world make women's workload even more burdensome as they have to walk ever-longer distances to find firewood and clean water. The multiple roles of women can act as an obstacle to development interventions, which often put additional pressure on women's time. Women's heavy workload reduces the time available for participation in project-related activities or affects their ability to care for their families. Ensuring women's access to labour-saving technologies for water, energy and farm-related activities is fundamental, and the need for such technologies is greater than it has ever been before. Book excerpt: OBJECTIVES: External evaluation of final phase of project to reinforce the vocational training system and support rural women in income-generating activities, daily life skills and leadership using local resources. Includes development of a common service centre, organisation of women into production groups and the provision of skills for self-employment. FINDINGS: 10 production groups have been formed in various villages. TWIGA has shown good results and has made an impact on income, but the project tried to achieve too much, and was handicapped by poor telecommunications, transportation difficulties and housing shortages. It suffered from lack of leadership at district and village levels. Women's daily chores took priority over the project activities. There was need for agreement on the responsibilities and roles of TWIGA staff, production groups and village committees. LESSON LEARNED: More time is needed for a rural project which aims to reach women than for a similar urban project. Rural women do not have time nor the necessary prerequisites to pursue formal training activities. Participation of the female village chief is crucial to the success of any women's activities to ensure the necessary leadership at village level.
