Book excerpt: How organized resistance to new fossil fuel infrastructure became a political force, and how this might affect the transition to renewable energy. Organized resistance to new fossil fuel infrastructure, particularly conflicts over pipelines, has become a formidable political force in North America. In this book, George Hoberg examines whether such place-based environmental movements are effective ways of promoting climate action, if they might inadvertently feed resistance to the development of renewable energy infrastructure, and what other, more innovative processes of decision-making would encourage the acceptance of clean energy systems. Focusing on a series of conflicts over new oil sands pipelines, Hoberg investigates activists’ strategy of blocking fossil fuel infrastructure, often in alliance with Indigenous groups, and examines the political and environmental outcomes of these actions. After discussing the oil sands policy regime and the relevant political institutions in Canada and the United States, Hoberg analyzes in detail four anti-pipeline campaigns, examining the controversies over the Keystone XL, the most well-known of these movements and the first one to use infrastructure resistance as a core strategy; the Northern Gateway pipeline; the Trans Mountain pipeline; and the Energy East pipeline. He then considers the “resistance dilemma”: the potential of place-based activism to threaten the much-needed transition to renewable energy. He examines several episodes of resistance to clean energy infrastructure in eastern Canada and the United States. Finally, Hoberg describes some innovative processes of energy decision-making, including strategic environment assessment, and cumulative impact assessment, looking at cases in British Columbia and Lower Alberta.

The workshop, held November 21-22, 2016 in Canmore, Alberta, brought together perspectives from academia, government, research institutions, and industry. Today, the industry supports economies from coast to coast to coast, shipping hundreds of millions of tonnes of cargo, ranging from fuels to food, to consumer goods lining store shelves. The shipping industry is important to the livelihood of Canadians, but has also faced increased public scrutiny in recent years. The risks associated with opening the Arctic to greater ship traffic, increasing marine shipments of oil from Canada’s oil sands, and the growth in vessel size, especially of container ships, have all contributed to this discussion. Recognizing the need for consensus-building research in this area, the Clear Seas Centre for Responsible Marine Shipping asked the Council of Canadian Academies to convene an expert workshop to identify the risks associated with commercial marine shipping in major Canadian shipping regions. The final workshop report, Commercial Marine Shipping Accidents: Understanding the Risks in Canada, identifies the risks of commercial marine shipping accidents across Canada’s regions and for different cargo types, while highlighting gaps in understanding and areas for further research. The workshop report brings together perspectives from academia, government, and industry and is informed by evidence from a survey of the marine shipping community and an extensive review of the existing literature. It can be used as a tool for policy-makers to help inform decisions related to managing the risks of commercial marine shipping accidents. Overall, this workshop report seeks to contribute to a national dialogue about acceptable levels of risk in commercial marine shipping.
