Book excerpt: The importance of technology transfer to innovation and wealth creation is now recog nised by most governments. As the policy debate has intensified, however, it has become clear that the problem of encouraging successful transfer is complex, and requires an interdisciplinary approach. The collection of papers in this volume is deliberately diverse. It offers perspectives from economics, sociology, science, engineering and public administration, and also from outside academic life, from those involved at the 'sharp end' of technology licensing and administering government research programmes. Contributions are also drawn from a rangeofnational backgrounds-the authors are drawn from ten countries, from through out Europe and North America. The main focus for the papers was a NATOAdvanced Study Workshop, which took place at the National Institute ofEconomic and Social Research, London, in September 1995. Unfortunately time and space has prevented all of the contributions appearing here, but all those who attended played an important role in making the event such a success. Thanks are also due to Dr Alain Jubier and his colleagues at NATO, without whose support and advice the seminarcould not have take place, to my fellow organising committee members Dr Katalin Balazs, Dr Linda Parker and Professor Steve Woolgar, and to Monica Miglior who, in addition to assisting in the conference organisation, pro vided detailed notes on sessions which helped greatly in later analysis.

Using a dynamic search model, it shows how the lack of skilled workers inhibits entrepreneurship and depresses the rate of firm creation, slowing the recovery of aggregate output and labor productivity during the transition. The paper also shows how policies designed to encourage skill acquisition by workers have a positive impact on the economy.

Her extensive readings of antebellum historians show that by the 1820s, a small but influential group of practitioners had begun to develop many of the doctrines and concerns that undergird contemporary historical practice. The Plain and Noble Garb of Truth challenges the entrenched notion that America’s first generations of historians were romantics or propagandists for a struggling young nation. Cheng engages with the works of well-known early national historians like George Bancroft, William Prescott, and David Ramsay; such lesser-known figures as Jared Sparks and Lorenzo Sabine; and leading political and intellectual elites of the day, including Francis Bowen and Charles Francis Adams. She shows that their work, which focused on the American Revolution, was often nuanced and surprisingly sympathetic in its treatment of American Indians and loyalists. She also demonstrates how the rise of the novel contributed to the emergence of history as an autonomous discipline, arguing that paradoxically “early national historians at once described truth in opposition to the novel and were influenced by the novel in their understanding of truth.” Modern historians should recognize that the discipline of history is itself a product of history, says Cheng. Book excerpt: Federico Dal Bo examines the design of early Hebrew books from the late fifteenth and sixteenth centuries, focusing not only on the words in these early books but also on how they were arranged on the page. He follows in the tradition of scholars such as Christopher de Hamel, Marvin J. Heller, and David Stern, who have explored the importance of these Hebrew books in influencing Jewish learning and attracting the interest of Christians. The author discusses important prints, such as the first Talmud and rabbinical bibles, which marked a shift from being for Jewish readers only to being for both Jews and Christians. The collaboration between Jewish editors and Christian printers changed the way these books looked and the audience for whom they were intended. At first, these early prints copied the style of handwritten Hebrew manuscripts. The simple layout could be difficult to read, especially for long books like the Bible or Talmud. But over time, influenced by the humanism of the Italian Renaissance, the layout became more complex. The book also looks at how the layout changed from full-page commentaries to a more complicated design in which the main text and commentaries shared the same page. This shift challenged the idea of who was the primary author and emphasized the role of editors. The layout, with the main text in the center and the commentaries on the sides, created a kind of unwritten rule for how to read religious texts. Dal Bo's study also includes new information about a 1553 trial in which the Talmud was burned. Overall, it explores how the layout of these early Hebrew books shaped cultural power and influenced how people read.
