Bakan demonstrates the existence of "the religious idiom," an ideological current which uses Biblical teaching to reinforce and justify the struggle for greater rights. Also, Bakan shows that there is a belief in the justice and benevolence of the British Crown. Jamaican labourers have repeatedly looked to the Crown as a protector of lower-class interests as opposed to the interests of the local authorities, even when these authorities are appointed by the Crown. Bakan's synthesis of the Gramscian concepts of "willed" and "organic" ideology and of Rudé's notions of "inherent" and "derived" ideology move Ideology and Class Conflict in Jamaica beyond mere historical description. She describes Jamaican resistance as an aspect of willed ideology, with features that are both derived from middle- and ruling-class influences and inherent in the traditions of slaves, peasants, and workers. Each of the rebellions also contains an important organic element which influenced, and in turn was influenced by, the willed ideological aspects.

Book excerpt: This thesis is a study of the political behaviour of teachers' associations in Jamaica where education has long been closely associated with occupation and status. One important result of this high social value of education is that it has been, for a considerable time, one of the most visible areas of public life. Moreover, for most of the period that this study covers - 1892-1967 - elementary school teaching provided one of the main channels of upward social mobility for ambitious sons of the upper echelons of the peasantry and lower middle-classes. (1) Any examination therefore which includes teachers, education and politics in Jamaica from the nineteenth century may begin from a number of viable approaches - this study represents only one. It is important to say what the study does not attempt to do. Although a number of papers and theses on education exist, there is still no general history of education and its role in Jamaica and a totally historical approach to the study of the role of teachers in Jamaican society would probably have partly met the need for a general history. The long history of the Jamaica Union of Teachers from 1894-1963/4 reinforced the case for adopting a straightforward historical approach, but this was not done because it would have detracted from the main concern. On the other hand, there was a strong temptation to concentrate on the period of the 1960s and see what role teachers' organizations, particularly the Jamaica Teachers' Association which was founded in 1963/1, played in the formation of public policy. This, undoubtedly, would have been a useful exercise and would most probably have enhanced our knowledge of the workings of post-colonial governments, but this approach would also have led to the exclusion of some questions which I considered important. The Jamaican elementary schoolteacher enjoyed, particularly during the colonial period, tremendous prestige in his locality.. (2) but was unable, largely because of the political order, to exercise the power he derived from this at the national level. It would have been useful therefore to have focused on "ova* the political role of the teacher in local politics. This would have probably added to the earlier studies (which were quickly abandoned) in the 1950s which stressed aspects of the social role of elementary school teachers in the village situation. 0? Yet another useful approach would have been to look at the development of a semi-professional body in a colonial context. This would have led to a rewarding comparison between teachers, who from early demonstrated their ability to organize themselves. The present study does not directly attempt any of these tasks; yet, there is a need for research along these lines with the view of establishing the role teachers and education played in the sociopolitical development of Jamaica since the mid-nineteenth century. This study attempts to see the political activities and the role of teachers, particularly the Jamaica Union of Teachers and the Jamaica Teachers' Association, within the limitations of the colonial and independent political systems, in the light of pressure group analysis. In the attempt to see what influence the JUT and the JTA had as pressure groups and how they were themselves influenced, the study concentrates on their origins and the effects those circumstances had on their subsequent developments. The issues they raised, the activities they engaged in and the results they achieved are also emphasized. The study begins with the debate around the Elementary and Secondary Education Laws of 1892 which stimulated the awareness of elementary schoolteachers and established formal targets which facilitated the existence of a teachers' pressure group. The examination ends with the establishment of the JTA as a group which has gained the desired continuous access to decision makers. While it is not denied that to fully understand the socio-economic and political role of teachers in Jamaica, a more comprehensive approach is required , it is submitted that an empirical work such as the present one, notwithstanding its limitations, adds to our knowledge of Jamaican politics. Although the pressure group framework is limited and limiting, it nevertheless highlights the functions of the JUT and the JTA which were supportive of the socio-economic system. A substantial part of the work for the thesis was done in Jamaica but only four months was actually spent there interviewing individuals and working on rare material, mainly at the West India Reference Library and the JTA's headquarters where I was given almost unlimitted access to the available records on teachers' organizations in the country. Because the records of the JUT were not very well preserved I was forced to depend largely on their formal reports, government publications and the frequent, and often verbatim, reports of the Daily Gleaner on the activities of the Union. It is hoped, however, that the resulting exercise is a fair reflection of the nature of the awareness of teachers in Jamaica since the 1890s.

Book excerpt: The political evolution of three former colonies into independence and beyond is studied via an examination of the existing literature and through interviews with journalists, scholars and politicians. These countries appear to uphold the conventional wisdom, since Jamaica and Trinidad and Tobago have been continuously democratic since independence, while Surinam has not. It is clear from the author's research that the similarities in the political evolution of these countries far outweigh the differences. In particular, the British in Jamaica and Trinidad and Tobago, and the Dutch in Surinam, developed similar state structures - simultaneously liberal and authoritarian. However, in two countries, Jamaica and Trinidad and Tobago, the emergence of political parties was linked to labor protests, while this linkage, though not the protest, was absent in Surinam. Democratic politics in the former two countries turns out to rest on a two way alliance between the middle and lower classes, embedded in a paternalistic state structure inherited from the colonial period. In Surinam, the absence of this alliance rendered democracy more vulnerable. The author concludes that while the peoples of the Caribbean did not fight long struggles for independence, they have been able to preserve the least poisoned gift of the colonizer - democracy.
