Over the years, the Internal Revenue Service upgraded its processes and systems which paved the way for the growth of the tax industry. It also led to the practice of tax preparation that started in the 1980s. Complications in tax procedures urged individuals and businesses to seek assistance from tax professionals. In 2019, 56% or 71,725,000 of e-Filed tax returns were done by tax professionals. IRS allows professionals who are registered with them to file tax returns for their clients. Tax professionals are Tax Preparers, Enrolled Agents, Certified Public Accountants (CPAs), and Attorneys. Since 2000, becoming a tax preparer has been a lucrative career. The top five states with most tax preparers are from California, Texas, Florida, New York, and Illinois. We started our tax company Carter Capital, PLLC in 2013. Shondricka Carter Carter Capital, PLLC with a passion for numbers and an extensive financial background. Every year the client base grew and the services enhanced. Shondricka learned how to make money work best for small businesses developing strategies while bootstrapping and how to become a scalable profitable small business. Tax preparation is an annual-type of work. Busy season is from January to April of each year. Aside from registered tax preparers, most tax-related businesses such as accounting or law firms expand their services to tax preparation. Every year, people undergo training to become a tax preparer. They also register, and start their own business or get employed. On the negative side, they know that the law requires payment, that evasion is a crime, and that willful failure to pay taxes is punishable by fines or imprisonment. The practical questions for tax administration are how to strengthen each of these motives to comply with the law. How much should be spent on enforcement and how should enforcement be organized to promote these objectives and achieve the best results per dollar spent? Over the last few years, the U.S. Congress has restricted spending on tax administration, forcing the Internal Revenue Service to curtail enforcement activities, at the same time, that the number of individual filers has increased, tax rules have become more complex, and more business have become multinational operations. But if too many cases of tax evasion go undetected and unpunished, those who may have grudgingly paid their taxes may soon find it easier to join the scofflaws. These events in combination have created a genuine crisis in tax administration. The chapters in this volume evaluate the capacity of authorities to enforce the tax laws in a modern, global economy and examine the implications of failing to do so. Specific aspects of tax law, including tax shelters, issues relating to small businesses, tax software, role of tax preparers, and the objectives of tax simplification are examined in detail. The volume also builds a conceptual basis for future scholarship, with regard not only to tax administration, but also to such fundamental questions as whether taxpayers respond mostly to economic incentives or are influenced by their experiences with the filing process and what is the proper framework for evaluating the allocation of resources within the IRS.

For 2007 and 2008, over 80 percent of all federal individual income tax returns were prepared by paid tax return preparers or by taxpayers using consumer tax preparation software. The IRS acknowledged this trend with the inclusion of the following objectives in its strategic plan: 1) Strengthen partnerships with tax practitioners, tax return preparers, and other third parties in order to ensure effective tax administration; and 2) Ensure that all tax practitioners, tax return preparers, and other third parties in the tax system adhere to professional standards and follow the law. In June 2009, IRS Commissioner Douglas Shulman launched the Return Preparer Review to help accomplish these objectives. The IRS sought to have its review process be an open and transparent discussion of the issues with the tax return preparer community, the associated industry, consumer advocacy groups, and the American public. The IRS solicited input from a diverse community of stakeholders through multiple outlets. The IRS thanks the hundreds of individuals and organizations who took part in this review and looks forward to a continuing productive relationship to implement the recommendations in this report.
