Book excerpt: This paper develops a North-South quality-ladder model with northern innovative R&D, southern adaptive R&D and imitative R&D to analyze the effects of tariffs on innovation, technology transfer, relative wage and welfare. We find that increasing southern tariff decreases the relative wage between the North and the South permanently, increases the technology transfer rate permanently and decreases the northern innovation rate temporarily. In contrast, increasing northern tariff increases the relative wage permanently, decreases the technology transfer rate permanently and either increases or decreases the northern innovation rate, depending on the size of the North-South labor ratio. Moreover, we calibrate this model to the US-China data to perform a quantitative analysis. We find that imposing tariff in the home country yields welfare gain in itself and yields welfare loss in the foreign country. When both countries impose tariffs simultaneously, they can benefit from the welfare gains.

A move towards harmonization based on stronger Southern intellectual property rights (IPR) protection accelerates the long-run global rates of innovation and growth, reduces the NorthSouth wage gap, and has an ambiguous effect on the rate of international technology transfer. Patent harmonization constitutes a suboptimal global-growth policy. However, if the global economy is governed by a common patent policy regime, then stronger global IPR protection: (a) increases the rates of global innovation and growth; (b) accelerates the rate of international technology transfer; and (c) has no impact on the NorthSouth wage gap.

Book excerpt: One of the alleged benefits of the recent global movement to strengthen intellectual property rights (IPRs) is that such reforms accelerate transfers of technology between countries. Branstetter, Fisman, and Foley examine how technology transfer among U.S. multinational firms changes in response to a series of IPR reforms undertaken by 12 countries over the 1982-99 period. Their analysis of detailed firm-level data reveal that royalty payments for intangibles transferred to affiliates increase at the time of reforms, as do affiliate research and development (R & D) expenditures and total levels of foreign patent applications. Increases in royalty payments and R & D expenditures are more than 20 percent larger among affiliates of parent companies that use U.S. patents more extensively prior to reform and therefore are expected to value IPR reform most. This paper--a product of Trade, Development Research Group--is part of a larger effort in the group to understand the global impact of stronger intellectual property rights.

Book excerpt: This paper extends analysis of the GATT Uruguay Round by quantifying the impact of international patent harmonization as implied by the TRIPs agreement. What emerges is a picture of patent protection as an important method for appropriating the rents of an invention. On this basis patent harmonization has the capacity to generate large transfers of income between countries, the US being the major beneficiary. While developing countries are major contributors to these transfers, Canada, UK and Japan also make sizable contributions. These transfers significantly alter the perceived distribution of benefits from the Uruguay Round, with the US benefits substantially enhanced, while those of developing countries and Canada are considerably diminished. Furthermore, the increase in dead weight loss from higher standards of patent protection undermines the aggregate benefits of the Uruguay Round package, with the increase in dead weight loss amounting to as much as one fifth of the efficiency gains from trade liberalization.
