Book excerpt: Targeting is an important but challenging process in the design and delivery of social and humanitarian assistance programs. Community-based targeting (CBT) approaches are often preferred for their local information advantages, especially when data-driven methods are not feasible. However, how different variants of CBT approaches fare under various constraints and environments remains unclear. For example, it is not obvious whether agents involved in CBT maximize the number of beneficiaries or the intensity of transfers when given different levels of discretion or they face budget constraints. We implemented a clustered randomized control trial among community leaders in 180 villages in Ethiopia to evaluate how community leaders target and allocate resources when they face budget constraints and are in the presence (absence) of discretion. We find that under resource constraints, community leaders prefer to maximize the number of beneficiaries even at the expense of thinly spreading budgets (reducing average transfers to beneficiaries). Community leaders are keen to minimize exclusion errors even at the expense of increased inclusion errors, suggesting that community leaders may be sensitive to potential communal repercussions and hence prefer to accommodate beneficiaries who would otherwise be excluded based on survey-based measures and indicators of poverty. Consistent with this, we find that offering community leaders some level of discretion helps them reduce exclusion errors and include those most deprived or those affected by armed conflicts. Finally, we find that community leaders are more vulnerable to favoritism when real stakes (rather than hypothetical) are involved, budgets are relatively larger, and they lack discretion. We offer nuanced evidence about the implications of implementing CBT designs in the absence of incentives for community leaders to reveal how they use local information.

Book excerpt: In rural settings, community leaders play important roles in mobilizing resources and delivering public goods and services. However, little is known about their attributes and incentives in delivering these public goods and services. Exploiting survey, lab-in-the-field experiment, and geo-referenced data, we study the role of leaders, especially women’s leadership, and their exposure to conflict in explaining differences in cooperation among com-munity leaders in Ethiopia. We measure cooperation through a public-good experiment and examine the implications of community leaders’ characteristics. We then merge these lab-in-the field experimental data with geo-referenced data on conflict exposure to examine the implication of different types of conflict on community leaders’ cooperation behavior. We find that female leaders contribute more to public goods than their male counterparts. For example, compared to those assuming the highest official administrative responsibility in the village, women leaders contribute about 11 percent more to the public good. We also document nuanced findings that reconcile existing mixed evidence on the implication of exposure to conflict on cooperation: while conflict events that affect the whole community, such as political violence (including battles) are associated with higher cooperation, other types of conflict (e.g., demonstrations and riots) are associated with lower levels of cooperation. Finally, we identify additional predictors of cooperation among community leaders, including beliefs about other leaders’ cooperative behavior. These findings shed light on potential avenues for facilitating and fostering cooperation among community leaders.

Book excerpt: Adaptive social protection (ASP) helps to build the resilience of poor and vulnerable households to the impacts of large, covariate shocks, such as natural disasters, economic crises, pandemics, conflict, and forced displacement. Through the provision of transfers and services directly to these households, ASP supports their capacity to prepare for, cope with, and adapt to the shocks they face—before, during, and after these shocks occur. Over the long term, by supporting these three capacities, ASP can provide a pathway to a more resilient state for households that may otherwise lack the resources to move out of chronically vulnerable situations. Adaptive Social Protection: Building Resilience to Shocks outlines an organizing framework for the design and implementation of ASP, providing insights into the ways in which social protection systems can be made more capable of building household resilience. By way of its four building blocks—programs, information, finance, and institutional arrangements and partnerships—the framework highlights both the elements of existing social protection systems that are the cornerstones for building household resilience, as well as the additional investments that are central to enhancing their ability to generate these outcomes. In this report, the ASP framework and its building blocks have been elaborated primarily in relation to natural disasters and associated climate change. Nevertheless, many of the priorities identified within each building block are also pertinent to the design and implementation of ASP across other types of shocks, providing a foundation for a structured approach to the advancement of this rapidly evolving and complex agenda.

Written for policymakers and program managers in developing countries, in donor agencies, and in NGOs who have responsibility for designing interventions that reach the poor, it conveys what targeting options are available, what results can be expected as well as information that will assist in choosing among them and in their implementation. Key messages are: - While targeting 'works' - the median program transfers 25 percent more to the poor than would a universal allocation - targeting performance around the world is highly variable. - Means testing, geographic targeting, and self-selection based on a work requirement are the most robustly progressive methods. Proxy means testing, community-based selection of individuals and demographic targeting to children show good results on average, but with considerable variation. - Demographic targeting to the elderly, community bidding, and self-selection based on consumption show limited potential for good targeting. - There is no single preferred method for all types of programs or all country contexts. Successful targeting depends critically on how a method is implemented. The CD-ROM includes the database of interventions, an annotated bibliography (PDF) and Spanish and Russian translations of the book (PDFs).

Part of the agenda in recent years to tackle poverty in Africa has been the launching of social safety nets programs. All countries have now deployed safety net interventions as part of their core development programs. The number of programs has skyrocketed since the mid-2000s though many programs remain limited in size. This shift in social policy reflects the progressive evolution in the understanding of the role that social safety nets can play in the fight against poverty and vulnerability, and more generally in the human capital and growth agenda. Evidence on their impacts on equity, resilience, and opportunity is growing, and makes a foundational case for investments in safety nets as a major component of national development plans. For this potential to be realized, however, safety net programs need to be significantly scaled-up. Such scaling up will involve a series of technical considerations to identify the parameters, tools, and processes that can deliver maximum benefits to the poor and vulnerable. However, in addition to technical considerations, and at least as importantly, this report argues that a series of decisive shifts need to occur in three other critical spheres: political, institutional, and fiscal. First, the political processes that shape the extent and nature of social policy need to be recognized, by stimulating political appetite for safety nets, choosing politically smart parameters, and harnessing the political impacts of safety nets to promote their sustainability. Second, the anchoring of safety net programs in institutional arrangements †“ related to the overarching policy framework for safety nets, the functions of policy and coordination, as well as program management and implementation †“ is particularly important as programs expand and are increasingly implemented through national channels. And third, in most countries, the level and predictability of resources devoted to the sector needs to increase for safety nets to reach the desired scale, through increased efficiency, increased volumes and new sources of financing, and greater ability to effectively respond to shocks. This report highlights the implications which political, institutional, and fiscal aspects have for the choice and design of programs. Fundamentally, it argues that these considerations are critical to ensure the successful scaling-up of social safety nets in Africa, and that ignoring them could lead to technically-sound, but practically impossible, choices and designs.

The National Research Council, at the request of the Department of Homeland Security, held a two-day workshop on the use of SNA for the purpose of building community disaster resilience. The workshop, summarized in this volume, was designed to provide guidance to the DHS on a potential research agenda that would increase the effectiveness of SNA for improving community disaster resilience. The workshop explored the state of the art in SNA and its applications in the identification, construction, and strengthening of networks within U.S. communities. Workshop participants discussed current work in SNA focused on characterizing networks; the theories, principles and research applicable to the design or strengthening of networks; the gaps in knowledge that prevent the application of SNA to the construction of networks; and research areas that could fill those gaps. Elements of a research agenda to support the design, development, and implementation of social networks for the specific purpose of strengthening community resilience against natural and human-made disasters were discussed.
