Book Targeting and the impacts of India s MGNREGS

Download or read book Targeting and the impacts of India s MGNREGS written by Liu, Yanyan and published by Intl Food Policy Res Inst. This book was released on 2020-06-16 with total page 7 pages. Available in PDF, EPUB and Kindle. Book excerpt: MGNREGS has shown striking heterogeneity in pro-poor targeting across states. The declining demand for MGNREGS in recent years is due mainly to local imple-mentation failures that discourage workers. In Andhra Pradesh, MGNREGS significantly improved the welfare of participating households, especially the poor, scheduled castes and tribes, and casual laborers. It is desirable to provide MGNREGS work during the agricultural lean seasons - when work opportunities are scarce - rather than the peak seasons.

Book Welfare and Poverty Impacts of India s National Rural Employment Guarantee Scheme

Download or read book Welfare and Poverty Impacts of India s National Rural Employment Guarantee Scheme written by Klaus Deininger and published by . This book was released on 2017 with total page 31 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper uses a three-round 4,000-household panel from Andhra Pradesh together with administrative data to explore short and medium-term poverty and welfare effects of the National Rural Employment Guarantee Scheme. Triple difference estimates suggest that participants significantly increase consumption (protein and energy intake) in the short run and accumulate more nonfinancial assets in the medium term. Direct benefits exceed program-related transfers and are most pronounced for scheduled castes and tribes and households supplying casual labor. Asset creation via program-induced land improvements is consistent with a medium-term increase in assets by nonparticipants and increases in wage income in excess of program cost.

Book Employment Guarantee Programme and Dynamics of Rural Transformation in India

Download or read book Employment Guarantee Programme and Dynamics of Rural Transformation in India written by Madhusudan Bhattarai and published by Springer. This book was released on 2018-06-08 with total page 376 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book offers an assessment of the performance, impact, and welfare implications of the world’s largest employment guarantee programme, the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). Launched by the Indian government, the programme covers entire rural area of the country. The book presents various micro-level analyses of the programme and its heterogeneous impacts at different scales, almost a decade after its implementation. While there are some doubts over the future of the scheme as well as its magnitude, nature and content, the central government appears committed to it, as a ‘convergence scheme’ of various other welfare and rural development programmes being implemented at both national and state level. The book discusses the outcomes of the programme and offers critical insights into the lessons learnt, not only in the context of India, but also for similar schemes in countries in South and South-East Asia as well as in Africa, and Latin America. Adopting inter-disciplinary perspectives in analysing these issues, this unique book uses a judicious mix of methods---integrating quantitative and qualitative tools---and will be an invaluable resource for analysts, NGOs, policymakers and academics alike.

Book Rationing and Its Implication on Targeting in India

Download or read book Rationing and Its Implication on Targeting in India written by Upasak Das and published by . This book was released on 2013 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Rationing and its implication on targeting of benefits to the poorer population is among the major concern of policy makers. Taking 66th round data of National Sample Survey (2009-10), this paper examines the implications of type 1 and type 2 rationing of work under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) in India for poorer households. Using regression analysis, it attempts to find, if the households, which sought but did not get work, are poorer (by various indicators) than the ones, who got work (type 2) and then explores, if the non-poor households got higher number of days of work than the poor households (type 1). The results show that the households with lower per capita consumption expenditure have significantly lower probability of getting work compared to non-poor. This has left behind a substantial exclusion of poor, without work. It also gives evidence that non poor households get work for significantly higher number of days than poor households. The results highlight the implication of rationing, which led to exclusion of benefits for the poor. Hence, it welcomes the recent move by the government to scale up the works under MGNREGS, which is expected to reduce rationing of jobs.

Book Accuracy of Targeting and Implications of Rationing in Mahatma Gandhi National Rural Employment Guarantee Scheme

Download or read book Accuracy of Targeting and Implications of Rationing in Mahatma Gandhi National Rural Employment Guarantee Scheme written by Upasak Das and published by . This book was released on 2012 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Taking 66th round data of National Sample Survey (2009-10), this paper examines the implications of type 1 and type 2 rationing of work under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) in West Bengal for poorer households. Using regression analysis and evidences from field, it attempts to find, if the households, which sought but did not get work, are poorer (by various indicators) than the ones, who got work (type 2) and then explores, if the poor get work for lesser number of days (type 1). The results show that poor households do not have significantly higher probability of getting work compared to non poor. This has left behind a substantial exclusion of poor, without work. It further gives evidence that non poor households get work for more number of days than poor households. The findings also highlight the importance of awareness of its entitlements to realize the desired impact.

Book MGNREGA Employment Wages and Migration in Rural India

Download or read book MGNREGA Employment Wages and Migration in Rural India written by Parmod Kumar and published by Routledge. This book was released on 2016-01-29 with total page 244 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) was enacted in India with the multiple objectives of providing employment in a rights-based framework, addressing rural poverty, checking migration, and building rural infrastructure. As such, every year around 15–20 per cent of households in India overall and 30 per cent in rural India receive some form of employment share under the MGNREGA programme. This volume looks at various aspect of the scheme, its linkage with employment, agricultural wages, livelihood and food security, gender issues, and migration in rural India. It also discusses challenges in implementation, hurdles and the relative successes of the scheme. Based on primary survey data from 16 major states in the country, the findings of the study provide key insights into MGNREGA and assess the implications for other welfare-oriented programmes. Rich in empirical data, this volume will be useful to scholars and researchers of political economy, economics, agriculture, rural development and sociology, as well as policymakers and nongovernmental organisations.

Book Right to Work

Download or read book Right to Work written by Puja Dutta and published by World Bank Publications. This book was released on 2014-02-27 with total page 295 pages. Available in PDF, EPUB and Kindle. Book excerpt: India's ambitious National Rural Employment Guarantee Act creates a justiciable 'right to work' by promising up to 100 days of employment per year to all rural households whose adult members want unskilled manual work on public works projects at the stipulated minimum wage. Are the conditions stipulated by the Act met in practice, under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS)? What impact on poverty do the earnings from the scheme have? Does the scheme meet its potential? How can it do better? Right to Work? Assessing India's Employment Guarantee Scheme in Bihar studies the MGNREGS's impact across India, then focuses on Bihar, the country's third largest and one of its poorest states. It shows that although the scheme has the potential to substantially reduce poverty through extra earnings for poor families, that potential is not realized in practice. Workers are not getting all the work they want, nor are they getting the full wages due. The intended recipients' awareness of how to obtain work is low. In a controlled experiment, a specially designed fictional movie was used to show how knowledge of rights and processes can be enhanced. Although the movie effectively raised awareness and improved public perceptions of the scheme, it had little effect on actions such as seeking employment when needed. Supplyside constraints in responding to demand for work must also be addressed. A number of specific constraints to work provision are identified, including poor implementation capacity, weak financial management, and inadequate monitoring systems. Addressing these constraints would allow this major antipoverty program to come much closer to reaching its potential.

Book Social networks mobility and political participation The potential for women s self help groups to improve access and use of public entitlement schemes in India

Download or read book Social networks mobility and political participation The potential for women s self help groups to improve access and use of public entitlement schemes in India written by Kumar, Neha and published by Intl Food Policy Res Inst. This book was released on 2018-08-22 with total page 53 pages. Available in PDF, EPUB and Kindle. Book excerpt: Women’s self-help groups (SHGs) have increasingly been used as a vehicle for social, political, and economic empowerment as well as a platform for service delivery. Although a growing body of literature shows evidence of positive impacts of SHGs on various measures of empowerment, our understanding of ways in which SHGs improve awareness and use of public services is limited. To fill this knowledge gap, this paper first examines how SHG membership is associated with political participation, awareness, and use of government entitlement schemes. It further examines the effect of SHG membership on various measures of social networks and mobility. Using data collected in 2015 across five Indian states and matching methods to correct for endogeneity of SHG membership, we find that SHG members are more politically engaged. We also find that SHG members are not only more likely to know of certain public entitlements than non-members, they are significantly more likely to avail of a greater number of public entitlement schemes. Additionally, SHG members have wider social networks and greater mobility as compared to non-members. Our results suggest that SHGs have the potential to increase their members’ ability to hold public entities accountable and demand what is rightfully theirs. An important insight, however, is that the SHGs themselves cannot be expected to increase knowledge of public entitlement schemes in absence of a deliberate effort to do so by an external agency.

Book The Battle for Employment Guarantee

Download or read book The Battle for Employment Guarantee written by Reetika Khera and published by Oxford University Press, USA. This book was released on 2011 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The National Rural Employment Guarantee Act (NREGA) is a unique initiative in the history of social security-it is not just an employment scheme but also a potential tool of economic and social change in rural areas. This volume presents the first comprehensive account of the 'battle for employment guarantee' in rural India. Staying clear of the propaganda and mud-slinging that has characterized much of the NREGA debate so far, the book presents an informed and authentic picture of the ground realities. The essays are based on field studies of NREGA by a team of researchers who have been actively involved in the campaign for the right to work. They examine a wide-range of issues such as entitlements, corruption, people's perceptions of NREGA, women's empowerment, mobilization of unorganized workers, and socio-economic impact of NREGA. They also provide a comparative analysis of the challenges and successes in the implementation of NREGA in different states including Orissa, Himachal Pradesh, and Rajasthan.

Book Transforming Food Systems for a Rising India

Download or read book Transforming Food Systems for a Rising India written by Prabhu Pingali and published by Springer. This book was released on 2019-05-14 with total page 382 pages. Available in PDF, EPUB and Kindle. Book excerpt: This open access book examines the interactions between India’s economic development, agricultural production, and nutrition through the lens of a “Food Systems Approach (FSA).” The Indian growth story is a paradoxical one. Despite economic progress over the past two decades, regional inequality, food insecurity and malnutrition problems persist. Simultaneously, recent trends in obesity along with micro-nutrient deficiency portend to a future public health crisis. This book explores various challenges and opportunities to achieve a nutrition-secure future through diversified production systems, improved health and hygiene environment and greater individual capability to access a balanced diet contributing to an increase in overall productivity. The authors bring together the latest data and scientific evidence from the country to map out the current state of food systems and nutrition outcomes. They place India within the context of other developing country experiences and highlight India’s status as an outlier in terms of the persistence of high levels of stunting while following global trends in obesity. This book discusses the policy and institutional interventions needed for promoting a nutrition-sensitive food system and the multi-sectoral strategies needed for simultaneously addressing the triple burden of malnutrition in India.

Book Evaluating policy coherence in food land and water systems evidence from India

Download or read book Evaluating policy coherence in food land and water systems evidence from India written by Council on Energy, Environment and Water (CEEW) and published by International Water Management Institute (IWMI). CGIAR Initiative on National Policies and Strategies. This book was released on 2023-12-31 with total page 124 pages. Available in PDF, EPUB and Kindle. Book excerpt: The critical interlinkages among the food, land, and water (FLW) systems are complex and context-specific. There has been limited research on how policies governing one resource have deep implications for the other linked resources. Further, the process of developing policies is highly complex, and each evolves differently. In addition, policy changes are implemented in response to socio-cultural, economic, environmental, and political changes. Thus, individual policies may develop conflicting priorities and effects. To ensure the effectiveness of national policies and strategies, it is crucial to gather context-specific evidence on the coherence between policies governing FLW systems and address points of incoherence. Policy coherence is important to identify and strengthen synergies across economic, social, and environmental policy areas and address any trade-offs1 between them to align domestic policy objectives with internationally agreed objectives. The study offers key evidence-based recommendations to address the identified gaps and challenges in the selected national policies, which are essential for enhancing policy coherence.

Book Affordability of nutritious diets in rural India

Download or read book Affordability of nutritious diets in rural India written by Raghunathan, Kalyani and published by Intl Food Policy Res Inst. This book was released on 2020-03-11 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: Malnutrition is endemic in India. In 2015-16 some 38% of preschool children were stunted and 21% were wasted, while more than half of Indian mothers and children were anemic. There are many posited explanations for the high rates of malnutrition in India, but surprisingly few discuss the role of Indian diets, particularly the affordability of nutritious diets given low wages and the significant structural problems facing India’s agricultural sector. This study was undertaken to address knowledge gaps around the affordability of nutritious diets in rural India. To do so we used nationally representative rural price and wage data to estimate the least cost means of satisfying India-specific dietary recommendations, referred to as the Cost of a Recommended Diet (CoRD), and assess the affordability of this diet relative to male and female wages for unskilled laborers. Although we find that dietary costs increased substantially over 2001-2011 for both men and women, rural wage rates increased more rapidly, implying that nutritious diets became substantially more affordable over time. However, in absolute terms nutritious diets in 2011 were still expensive relative to unskilled wages, constituting approximately 50-60% of male and about 70-80% of female daily wages, and were often even higher relative to minimum wages earned from the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). Since many poor households have significant numbers of dependents and substantial non-food expenditure requirements, it follows that nutritious diets are often highly unaffordable for the rural poor; we estimate that 45-64% of the rural poor cannot afford a nutritious diet that meets India’s national food-based dietary guidelines. Our results point to the need to more closely monitor food prices through a nutritional lens, and to shift India’s existing food policies away from their heavy bias towards cereals. Achieving nutritional security in India requires a much more holistic focus on improving the affordability of the full range of nutritious food groups and ensuring that economic growth results in sustained income growth for the poor.
