For more than a century, nations have engaged in defence diplomacy to cultivate mutual understanding and mitigate conflict. A subset of defence diplomacy is strategic engagement, defined as peacetime defence diplomacy between nations that are actual or potential adversaries. This book analyzes three cases of strategic engagement in order to elucidate the factors which contribute to the success or failure of this diplomacy in preventing conflict. It uses an inductive framework to compare strategic engagement in the following cases: Anglo– German defence diplomacy prior to World War I; U.S.–Soviet defence diplomacy during the Cold War; and post-Cold War U.S.–China defence diplomacy. Based upon archival, literature, and personal interview research, the book argues that defence diplomacy can mitigate the risk of interstate conflict between potential adversaries. The lessons learned from this book can be employed to discern the significant elements conducive to achieving a successful outcome of strategic engagement and averting conflict or even war. Book excerpt: In light of the intertwining logics of military competition and economic interdependence at play in US-China relations, Trading with the Enemy examines how the United States has balanced its potentially conflicting national security and economic interests in its relationship with the People's Republic of China (PRC). To do so, Hugo Meijer investigates a strategically sensitive yet under-explored facet of US-China relations: the making of American export control policy on military-related technology transfers to China since 1979. Trading with the Enemy is the first monograph on this dimension of the US-China relationship in the post-Cold War. Based on 199 interviews, declassified documents, and diplomatic cables leaked by Wikileaks, two major findings emerge from this book. First, the US is no longer able to apply a strategy of military/technology containment of China in the same way it did with the Soviet Union during the Cold War. This is because of the erosion of its capacity to restrict the transfer of military-related technology to the PRC. Secondly, a growing number of actors in Washington have reassessed the nexus between national security and economic interests at stake in the US-China relationship - by moving beyond the Cold War trade-off between the two - in order to maintain American military preeminence vis-à-vis its strategic rivals. By focusing on how states manage the heterogeneous and potentially competing security and economic interests at stake in a bilateral relationship, this book seeks to shed light on the evolving character of interstate rivalry in a globalized economy, where rivals in the military realm are also economically interdependent.

Indian Ocean, third largest ocean in the world surpasses the Atlantic and Pacific Oceans as the world’s largest and most strategically significant trade corridor. Indian Ocean Region (IOR) which is surrounded by Africa, Asia and Australia serves as a maritime highway, linking trans-continental human and economic relationships. Being the world’s most populated region, one third of the world’s bulk cargo and around two thirds of world’s oil ship tankers pass through it. China’s interest in the Indian Ocean Region (IOR) can be traced back to the early 1960s. Ever since Beijing has been increasingly deepening its presence in the IOR for a variety of reasons—oil, trade, security, etc., over 30 per cent of China’s seaborne trade worth about US $300 billion transits across IOR. Sharing a quarter of the world’s population, China faces ever increasing demand for energy. China has little choice but to look beyond its borders for its energy needs. About 77 per cent of its oil imports are sourced from West Asia and Africa and these are transported through the Indian Ocean. Thus China’s dependence on the Indian Ocean continues to grow for energy imports from the Gulf, to import resources from Africa and trade with Europe. With China steadily spreading its footprints in the Indian Ocean Region with increasing military presence and with the rapidly growing Navy being equipped with warships, destroyers and nuclear submarines, this book analyses in depth growing Chinese influence in Indian Ocean Region (IOR), Geopolitical interests of China, Security and Economic implication for India. Can an understanding of this process lead to a more effective enforcement of competition law? That is the question approached in this compelling book. The author reviews the European Union’s (EU’s) Article 102 case law, comparing it with United States (US) provisions, demonstrating that new ways of looking at market power are needed – today’s tech giants differ from older monopolies. He clarifies the role of dominant firms in the competitive process, proposing that conduct should be scrutinized differently depending on the source of market power, rather than using the same approach for all dominant undertakings. Supporting his contention that the legal consequences that derive from holding a dominant position cannot be disassociated from the sources of that market power—that a dynamic understanding of dominance requires looking both forwards and backwards in time—the author examines such sources of dominance as the following: ‒ statutory dominance derived from explicit protectionist measures or subtler geoeconomic strategies; ‒ legacy firms such as the telecommunications or transport industries; ‒ natural monopolies, e.g., the exploitation of a mine; ‒ investment efforts undertaken in a competitive environment; ‒ intangible resources such as timing, reputation, experience, innovation capabilities, or managerial processes; ‒ lucky monopolies; and ‒ anticompetitive behavior on the road to dominance. Drawing insights from EU and US case law, industrial organization scholarship, and strategic management literature, the book resolves questions related to the role that the origins of market power have played and should play in the enforcement of EU competition rules against dominant firms. It concludes with a list of policy recommendations bringing the application of Article 102 TFEU against dominant firms more in line with the objective of protecting the competitive process. With its focus on how EU competition law enforcement should be fine-tuned to adequately incorporate the origins of firm dominance into the analysis of single-firm behavior, the book makes a major contribution to the analysis of anticompetitive effects. Practitioners, competition authorities, and academics in competition law will greatly appreciate the book’s combination of legal analysis and recommendations for policy reform.
