In the industrialized nations the railways laid the foundations for an efficient infrastructure that connected markets and industries. However, in the colonial periphery the railways served one purpose: they were the cheapest transportation of exportable products. Until now, the role of the Tanganyika railways under colonialism has not attracted academic attention. This book contributes to the restoration of an important factor in Tanzania's colonial past by placing the railways in the broader context of colonialism and identifying their economic and social roles. It shows that the railways were forced into the financial policy of "credit peonage" that immediately blocked the modernization of infrastructure and equipment, and led to the employment policy of labor-intensive works and cheap African labor. From a development position the railways contributed nothing to industrial stimulation because locomotives, rolling stock, and other equipment were imported from Britain. Indeed, railway policy should be approached from state-financed incentives for metropolitan capital-goods industries, giving additional support to the classification of the Tanganyika railways as "Carrier of Colonialism".

Labour is thereby always context dependent and constituted through the actions of all protagonists involved in any labour relationship. On the basis of three case studies in colonial German East Africa - the construction of the Central Railway (1905-1916), the Otto Plantation in Kilossa (1907-1916) and the palaeontological Tendaguru Expedition (1909-1911) - labour and labour relations are analysed. The focus lies on hitherto neglected actors and groups of actors of labour in the colonial context of East Africa. These were especially German companies and their staff, white subaltern railway sub-contractors and labour recruiters, Indian skilled workers and (qualified) East African workers. Furthermore, all three sites of labour proved to have their individual logics and characteristics. But all of them were in tension between the 'global' and the 'local', coercion and voluntariness, machine and manual labour, skilled and unskilled labour, reproductive and wage labour, as well as between black and white. Michael Rösser's dissertation has been awarded with 'honorary distinction' by the European Network in Universal and Global History (ENIUGH).

The question central to this book is how to co-operate with people, the various categories of residents as well as non-residents, in the rural areas: in a top-down, a participatory or a contractual (co-management) way. On the basis of a comparative analysis of 12 case studies in the book, these three approaches are thoroughly discussed and their internal and external constraints examined. The book starts with an editorial chapter, discussing the recent administrative and political developments in Africa as well as the new opportunities, which they offer for policies in the field of environment, and development. The question is brought up whether the recent processes of decentralization, democratization, and empowerment of local organizations have indeed created new opportunities or that they have only superficially changed the political culture of the countries concerned. In the concluding chapter of the book, the approaches are contrasted to each other as logical models, each with its own potentiality and limitations. Conclusions are formulated why the top down approach must result in improvization to escape from failure, and why the participatory approach risks to end up into a mixed balance. Special attention is given to the conditions and the prospects for the contractual or co-management approach, which has been introduced into Africa only recently. Under certain conditions, this approach seems rather promising.

This book investigates the underlying causes of industrial arrest in the region through a series of in-depth case studies. Findings are considered in light of existing studies on comparatively more resilient textile centers elsewhere on the continent to derive insights into the determinants of differing industrial trajectories across sub-Saharan Africa. The author argues that scholars have placed undue weight on global forces as the primary drivers of industrial decline in the Global South. Rather, this book reveals how local factors – principally demographic, geographic, and institutional features – interacted with external forces to influence unique regional outcomes during the nineteenth and twentieth centuries as sub-Saharan African was increasingly integrated into global trade networks and European colonial empires.
