Book excerpt: Among the examples of civil wars, armed secessionist movements and minority uprisings in the world today, many involve conflict between a minority group’s aim for political self-determination, and the nation state’s resistance to any diminution of sovereignty. With the expansion of the international regime of human rights, minority groups have reconceptualised their struggle with the understanding that a minority which is linguistically, religiously or ethnically distinctive is entitled to self-determination if their aspirations cannot be met. This book explores the relationship between minority rights, self-determination and secession within international law, by contextualising these issues in a detailed case study of the rise of Tamil separatism in Sri Lanka. Welhengama and Pillay show how Tamil communalism hardened into secession and assess whether the Sri Lankan government has met its obligations with respect to the right to self-determination short of secession. Focusing on the legal and human rights arguments for secession by the Tamil community of the North and East of Sri Lanka, the book demonstrates how the language of international law and international human rights played a major role in the development of the arguments for secession. Through a close examination of the case of the Tamil’s secessionist movement the book presents valuable insights into why modern nation states find themselves threatened by separatist claims and bids for independence based on ethnicity.

Book excerpt: Crucible of Conflict is an ethnographic and historical study of Hindu castes, matrilineal family structure, popular religious traditions, and ethnic conflict. It is also the first full-length ethnography of Sri Lanka’s east coast, an area that suffered heavily in the 2004 tsunami and that is of vital significance to the political future of the island nation. Since the bitter guerrilla war for an independent Tamil homeland in Sri Lanka broke out in 1983, the easternmost region of the island has emerged as a strategic site of conflict. Dennis B. McGilvray argues that any long-term resolution of the ethnic conflict must accommodate this region, in which Sinhalese Buddhists, Tamil Hindus, and Tamil-speaking Muslims are each a significant share of the population. McGilvray explores the densely populated farming and fishing settlements in this coastal zone, focusing on the Tamil and Muslim inhabitants of an agricultural town in the Ampara District. Drawing on fieldwork conducted over more than thirty years as well as on Tamil and Dutch historical sources, he describes the regional dominance of a non-Brahmin matrilineal caste of thirteenth-century Kerala origin. The Muslims, who acquired dowry lands and matrilineal family patterns through local intermarriages, have in the twentieth century emerged from Hindu caste domination and are now the Tamil Hindus’ political and economic equals. Crucible of Conflict offers a uniquely detailed account of Muslim kinship and community organization in eastern Sri Lanka, as well as a comparison of Tamil and Muslim practices and institutions. McGilvray concludes with an analysis of the interethnic tensions and communal violence that have intensified in recent years.

Little research has been undertaken on displacement and forced migration since the end of the war, and so this book provides new insight into the intersections between externally and internally displaced people and notions of home in relation to gender, age, caste and class. It excavates the roots of the problem of not being able to return due to combinations of uncertainty, unemployment, and the loss of people and property. The author shows that notions of ‘home’ vary considerably depending on multiple variables, and this is particularly pronounced between the different generations. The book also confronts how the migration from Sri Lanka over the border to India has brought on discernible changes to the lives of women in particular, in transforming their identities in multiple re-invented cultural manifestations, and cultivating a new kind of attachment towards their new homes. Interdisciplinary in tenor, this book will be of interest to scholars in development studies with a focus on South Asia, as well as graduate students and researchers in the fields of migration, conflict studies, Sri Lanka studies, and sociology. It may also have an impact on policymakers owing to its comprehensive, empirically-based analysis of the consequences of the Sri Lankan civil war for Tamils.

Euro-American readers unfamiliar with this story will be surprised to learn that it inverts common stereotypes of the two religious groups. In this context, certain groups of Buddhists, generally considered peace-oriented in the West, are engaged in victimizing Muslims, who are increasingly seen as militant. The authors examine the historical contexts and substantive reasons that gave rise to Buddhist nationalism and aggressive attacks on Muslim communities. The rise of Buddhist nationalism in general is analyzed and explained, while the specific role, methods, and character of the militant Bodu Bala Sena ("Army of Buddhist Power") movement receive particular scrutiny.
