Book excerpt: Beginning with the restoration of the Bourbon monarchy in 1875 and ending with the death of General Francisco Franco in 1975, this book explores the intersection of education and nationalism in Spain. Based on a broad range of archival and published sources, including parliamentary and ministerial records, pedagogical treatises and journals, teachers' manuals, memoirs, and a sample of over two hundred primary and secondary school textbooks, the study examines ideological and political conflict among groups of elites seeking to shape popular understanding of national history and identity through the schools, both public and private. A burgeoning literature on European nationalisms has posited that educational systems in general, and an instrumentalized version of national history in particular, have contributed decisively to the articulation and transmission of nationalist ideologies. The Spanish case reveals a different dynamic. In Spain, a chronically weak state, a divided and largely undemocratic political class, and an increasingly polarized social and political climate impeded the construction of an effective system of national education and the emergence of a consensus on the shape and meaning of the Spanish national past. This in turn contributed to one of the most striking features of modern Spanish political and cultural life--the absence of a strong sense of Spanish, as opposed to local or regional, identity. Scholars with interests in modern European cultural politics, processes of state consolidation, nationalism, and the history of education will find this book essential reading.

Book excerpt: Few developments in the history of the Spanish colonial system in Mexico have been more carelessly treated or more often misinterpreted than the attempt to establish constitutional government in New Spain under the Spanish monarchy during the 1809–1814 and 1820–1822 periods. Yet the broad outlines of the Mexican constitutional system were laid then, largely through the insistent efforts of the Mexican deputies to the Cortes, the Spanish legislative body. Some of the delegates also grasped this opportunity to inform their countrymen and train them in the effectiveness of parliamentary debate and resolution as a more intelligent road to democratic and representative government. The 70 Mexican deputies (of the 160 elected) who actively participated in the sessions of the Cortes either helped draw up the Constitution of 1812, which initiated provisions for many needed reforms relating to military, religious, economic, educational, judicial, and governmental affairs in Mexico, or contributed to the enabling acts consequent to these provisions. The prime reason for calling the Cortes, however, and especially for inviting the participation of the Mexicans, was to attempt to maintain New Spain’s loyalty to the mother country, an unrealized objective in the long run, although much constructive discussion of this goal was offered by the Mexican delegates. These eight essays trace the establishment and implementation of the Mexican electoral system, both national and municipal, and of reforms in the economic, journalistic, religious, and military systems. They serve as an informative introduction to the revolutionary role the Cortes of Spain played in Mexican history and as a record of the contribution of Mexican delegates to the beginning of liberal reform in their country.

Whether exaggerated or true to life, these legends have resulted in Pancho Villa the leader obscuring his revolutionary movement, and the myth in turn obscuring the leader. Based on decades of research in the archives of seven countries, this definitive study of Villa aims to separate myth from history. So much attention has focused on Villa himself that the characteristics of his movement, which is unique in Latin American history and in some ways unique among twentieth-century revolutions, have been forgotten or neglected. Villa’s División del Norte was probably the largest revolutionary army that Latin America ever produced. Moreover, this was one of the few revolutionary movements with which a U.S. administration attempted, not only to come to terms, but even to forge an alliance. In contrast to Lenin, Mao Zedong, Ho Chi Minh, and Fidel Castro, Villa came from the lower classes of society, had little education, and organized no political party. The first part of the book deals with Villa’s early life as an outlaw and his emergence as a secondary leader of the Mexican Revolution, and also discusses the special conditions that transformed the state of Chihuahua into a leading center of revolution. In the second part, beginning in 1913, Villa emerges as a national leader. The author analyzes the nature of his revolutionary movement and the impact of Villismo as an ideology and as a social movement. The third part of the book deals with the years 1915 to 1920: Villa’s guerrilla warfare, his attack on Columbus, New Mexico, and his subsequent decline. The last part describes Villa’s surrender, his brief life as a hacendado, his assassination and its aftermath, and the evolution of the Villa legend. The book concludes with an assessment of Villa’s personality and the character and impact of his movement.

Book excerpt: When Cuba threw off the yoke of Spanish rule at the end of the nineteenth century, it did so with the help of another foreign power, the United States. Thereafter, the United States became involved in Cuban affairs, intervening twice militarily (1898-1902 and 1906-1909). What was the effect of U.S. intervention? Conventional wisdom indicates that U.S. intervention hindered the rise of militarism in Cuba in the early years of statehood. This pathfinding study, however, takes just the opposite view. Jose M. Hernández argues that while U.S. influence may have checked the worst excesses of the Independence-war veterans who assumed control of Cuba's government, it did not completely deter them from resorting to violence. Thus, a tradition of using violence as a method for transferring power developed in Cuba that often made a mockery of democratic processes. In substantiating this innovative interpretation, Hernández covers a crucial phase in Cuban history that has been neglected by most recent U.S. historians. Correcting stereotypes and myths, he takes a fresh and dispassionate look at Cuba's often romanticized struggle for political emancipation, describing and analyzing in persuasive detail civilmilitary relations throughout the period. This puts national hero Jose Martí's role in the 1895-1898 war of independence in an unusual perspective and sets in bold relief the historical forces that went underground in 1898-1902, only to resurface a few years later. This study will be of interest to all students of hemispheric relations. It presents not only a more accurate picture of the Cuba spawned by American intervention, but also the Cuban side of a story that too frequently has been told solely from the U.S. point of view.
