Book excerpt: This is the 2018 report on Human Rights by the U.S. Department of State published on March 13, 2019Tajikistan is an authoritarian state dominated politically by President Emomali Rahmon and his supporters. The constitution provides for a multiparty political system, but the government has historically obstructed political pluralism and continued to do so during the year. Constitutional amendments approved in a 2016 national referendum outlawed nonsecular political parties and removed any limitation on President Rahmon's terms in office as the "Leader of the Nation," allowing him to further solidify his rule. The most recent national elections were the 2015 parliamentary elections, which lacked pluralism and genuine choice, according to international observers, many of whom called the process deeply flawed. The most recent presidential election, which took place in 2013, also lacked pluralism and genuine choice, and did not meet international standards.Civilian authorities only partially maintained effective control over the security forces.Human rights issues included reports of torture and abuse of detainees by security forces; arbitrary arrest or detention, beatings, and other forms of coercion by the government; harsh prison conditions; political prisoners; arbitrary or unlawful interference with privacy; censorship, site blocking, and criminal libel; substantial interference with the rights of peaceful assembly and freedom of association, such as restrictive nongovernmental organization (NGO) laws and repression, harassment, and incarceration of civil society and political activists; politically motived prosecutions of human rights lawyers and journalists; significant restrictions of religious freedom; significant restrictions on freedom of movement; restrictions on political participation; high-level and widespread corruption and nepotism; trafficking in persons; violence against lesbian, gay, bisexual, transgender, and intersex (LGBTI) persons; and forced labor.There were very few prosecutions of government officials for human rights abuses. Officials in the security services and elsewhere in the government acted with impunity.

The constitution provides for a multiparty political system, but in practice the government obstructed political pluralism. The February 2010 parliamentary elections were marked by widespread fraud to ensure the continued rule of the ruling People's Democratic Party of Tajikistan (PDPT). The PDPT, progovernment independents, and government-affiliated political parties dominated parliament. The opposition Islamic Revival Party of Tajikistan (IRPT) and Communist Party of Tajikistan had two seats each in parliament. Security forces reported to civilian authorities. The most significant human rights problems included torture and abuse of detainees and other persons by security forces, restrictions on freedoms of expression and religion (especially regarding the prosecution of journalists and repression of faith groups), and violence and discrimination against women. Other human rights problems included arbitrary arrest; denial of the right to a fair trial; harsh and life-threatening prison conditions; prohibition of international monitor access to prisons; limitations on children's religious education; corruption; and forced labor including begging, cotton harvesting, and trafficking in persons.

This publication reviews the state of international migration out of Tajikistan and identifies the impact of COVID-19 on the movement of people and migrant workers, in particular. It also reviews international best practices and proposes appropriate predeparture programs, post-return services for Tajik migrants, and ways to address migrate worker issues related to the pandemic.

Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals.
