Although elections there often raise international tensions, and have led to military demonstrations by China, no scholarly books have examined how Taiwan’s voters make electoral choices in a dangerous environment. Critiquing the conventional interpretation of politics as an ideological battle between liberals and conservatives, The Taiwan Voter demonstrates in Taiwan the party system and voters’ responses are shaped by one powerful determinant of national identity—the China factor. Taiwan’s electoral politics draws international scholarly interest because of the prominent role of ethnic and national identification. While in most countries the many tangled strands of competing identities are daunting for scholarly analysis, in Taiwan the cleavages are powerful and limited in number, so the logic of interrelationships among issues, partisanship, and identity are particularly clear. On the one hand, the two economies are becoming increasingly integrated, as Taiwanese companies have come to regard the mainland as the best place to manufacture their products and maintain global competitiveness. On the other hand, the long-running and changing political dispute between the two governments remains unresolved. Each side fears the intentions of the other and is acquiring military capabilities to deter disaster. In its pursuit of peace in the Taiwan Strait, the United States could get drawn into a war between the two rivals. Richard C. Bush, whose career has been dedicated to Taiwan-China issues, explores the conflicts between these nations and the difficulties that must be resolved. Disagreements over sovereignty and security form the core of the dispute. What would be the legal status and international role of the Taiwan government in a future unified China? Given China's growing military power, how could Taiwan feel secure? Complicating these issues are domestic politics and international competition, as well as misperceptions on both sides. Thus multiple obstacles prevent the two sides from even getting to the negotiating table, much less reaching a mutually acceptable resolution. For reasons of policy and politics, the United States is constrained from a central role. To begin with, it must provide China with some reassurance about its policy in order to secure cooperation on foreign policy issues. At the same time, it must bolster Taiwan's political confidence and military deterrence while discouraging provocative actions. The arcane nature of this dispute severely restricts the role of the United States as conflict mediator. But if there is to be any solution to this conflict, the comprehensive analysis that this book provides will be required reading for effective policy.

Book excerpt: In this book the author examines how the Nationalist Party (Kuomintang or KMT) returned to govern Taiwan after ruling for more than half a century but losing power in 2000 when the opposition Democratic Progressive Party's (DPP) Chen Shui-bian won the presidency and was reelected in 2004. Out of power and playing the role of opposition party the KMT won legislative and executive elections in 2008. It subsequently won mayoral elections in 2010 and elections again to the legislative and executive branches of government in 2012. The KMT returned to power by resolving internal differences between older and younger factions in the party, maintaining an alliance with friendly parties and preventing philosophical differences from mattering. It was helped by the debilitating corruption of the DPP's President Chen and good campaigning. In assessing these KMT election victories the author concludes that the KMT will probably remain the ruling party for some time. Its reputation for good economic management, democratization, honesty and good leaders seen against the DPP's still damaged reputation due to Chen's corruption, internal disagreements, its perorocial base, its inability to deal with China and the United States inhibit it from being able to return to power.

Book excerpt: The relationship between the United States and China is one of the most important issues in the twenty-first century, and is, ultimately, hostage to conditions across the Taiwan Strait. This book is the first to attempt to trace the historical origin of what is known as the ‘Taiwan issue’ in US-China relations from a constructivist perspective, based on detailed archival research. The analysis used supplements the mainstream rationalist approach by developing a new theoretical perspective on US Taiwan policy that incorporates constructivism’s emphasis on identity, norms and discourse analysis. Scholars have never previously developed or elaborated upon this approach to any significant extent. The book re-examines the protection of Taiwan by military means following the outbreak of the Korean War, and the establishment of the ‘one China’ policy in relation to the process of rapprochement during President Nixon’s first term in office. It also considers the contemporary challenges posed to the ‘one China’ policy by the increased importance of promoting human rights and democracy in US foreign policy, arguing that the current US China policy is guided by a new strategy based on ‘engagement plus hedging’.

It consists of two parts: the first part proposes a movement government framework to understand the fluctuating popular support for the DPP government during 2000-2008 when it was in power, and the second part includes a series of studies on the DPP's quick but limited revival during 2008-2012 when it was out of power. For the DPP in and out of power, its strategic relations with the TIM have either promoted or constrained popular support for the DPP under different circumstances. This book reviews the history of the TIM since 1945, its relations with the DPP since 1986, the DPP's strategies in dealing with the TIM, and explains how these strategies have significantly affected the size and composition of the DPP's support base since 2000 by analyzing rich survey data collected during 1996-2013. Theoretically, this book challenges the traditional dichotomous and overly structuralist understanding of state-movement relations; empirically, it provides both qualitative and quantitative analysis of Taiwan's major political and social events since 2000, such as presidential and legislative elections, and rise of Taiwanese nationalism.
