On the one hand, the two economies are becoming increasingly integrated, as Taiwanese companies have come to regard the mainland as the best place to manufacture their products and maintain global competitiveness. On the other hand, the long-running and changing political dispute between the two governments remains unresolved. Each side fears the intentions of the other and is acquiring military capabilities to deter disaster. In its pursuit of peace in the Taiwan Strait, the United States could get drawn into a war between the two rivals. Richard C. Bush, whose career has been dedicated to Taiwan-China issues, explores the conflicts between these nations and the difficulties that must be resolved. Disagreements over sovereignty and security form the core of the dispute. What would be the legal status and international role of the Taiwan government in a future unified China? Given China's growing military power, how could Taiwan feel secure? Complicating these issues are domestic politics and international competition, as well as misperceptions on both sides. Thus multiple obstacles prevent the two sides from even getting to the negotiating table, much less reaching a mutually acceptable resolution. For reasons of policy and politics, the United States is constrained from a central role. To begin with, it must provide China with some reassurance about its policy in order to secure cooperation on foreign policy issues. At the same time, it must bolster Taiwan's political confidence and military deterrence while discouraging provocative actions. The arcane nature of this dispute severely restricts the role of the United States as conflict mediator. But if there is to be any solution to this conflict, the comprehensive analysis that this book provides will be required reading for effective policy.

Book excerpt: Ever since Chiang Kai-shek and his Kuomintang evacuated to Taiwan at the end of the Chinese Civil War in 1949, China and Taiwan have been divided by a fundamental and irreconcilable sovereignty dispute over Taiwan’s international status. In addition, the United States has played a central role in the rivalry between Beijing and Taipei. Despite the immutable nature of this sovereignty dispute between China and Taiwan, the triangular relations among Beijing, Taipei, and Washington have changed quite considerably over time. Over the last three decades, for example, relations in the Taiwan Strait were fairly tranquil during the 1980s and early 1990s, became much tenser from 1995 to 2008, and then reverted to amicable relations among China, Taiwan, and the United States after the election of a new Taiwanese President in 2008. This book seeks to understand and analyze the relations among China, Taiwan, and the United States in the early twenty-first century. In particular, it explores what causes change in the relations among Beijing, Taipei, and Washington and how stable the new era is likely to be. Consequently, special emphasis is placed on the factors promoting change or stability in the interactions among these three countries and upon the policy choices facing their governments. The major topics include the dynamics of the “strategic triangle” that defines cross-Strait relations (Chapters 2 to 4 and 8), the domestic politics and policies of Taiwan and China (Chapters 3 to 8), and the growing economic integration across the Taiwan Strait (Chapters 9 to 12). Overall, the future of this trilateral relationship appears to be fairly open-ended. Despite the current rapprochement, the ultimate goals of China and Taiwan remain incompatible; cross-Strait relations remain a viciously polarizing issue in Taiwan’s domestic politics; and there is profound scholarly disagreement over the broader implications of the growing economic ties across the Strait.

The Nationalist Party or Kuomintang (KMT) won the former; the Democratic Progressive Party (DPP) won the latter, giving the observer a choice of evidence about how to win.The author concludes that Taiwan's democracy is being challenged, but is still popular in spite of strong external forces and other worries.

It consists of two parts: the first part proposes a movement government framework to understand the fluctuating popular support for the DPP government during 2000-2008 when it was in power, and the second part includes a series of studies on the DPP's quick but limited revival during 2008-2012 when it was out of power. For the DPP in and out of power, its strategic relations with the TIM have either promoted or constrained popular support for the DPP under different circumstances. This book reviews the history of the TIM since 1945, its relations with the DPP since 1986, the DPP's strategies in dealing with the TIM, and explains how these strategies have significantly affected the size and composition of the DPP's support base since 2000 by analyzing rich survey data collected during 1996-2013. Theoretically, this book challenges the traditional dichotomous and overly structuralist understanding of state-movement relations; empirically, it provides both qualitative and quantitative analysis of Taiwan's major political and social events since 2000, such as presidential and legislative elections, and rise of Taiwanese nationalism.
