Book excerpt: This thesis identifies and analyzes recruiting strategies that exist outside of the military service that might be considered to increase the number of high-quality enlisted recruits for the United States Army Special Forces Command (USASFC). The thesis contains a review of the current Special Forces recruiting processes and describes how Special Operations Recruiting Command (SORC) recruits enlisted soldiers. It also analyzes goal congruency and cohesion between SORC, SWCS(A), and USASFC(A). Using recruiting process case studies obtained from five diverse civilian organizations, the thesis examines common successful tactics, methods, and techniques (TMTs) used to recruit candidates and then evaluates these TMTs to determine their applicability to the current SF recruiting model. Finally, the thesis offers three main recommendations using successful TMTs: quality control measures are needed throughout a successful organization; goal congruency is needed to reduce friction and achieve effective and efficient bottom-line results; and metrics, incentives, and defined success must be aligned with the bottom-line target. These recommendations could result in fewer candidates required for recruitment by SORC, while producing a greater number of high-quality recruits for the SF training pipeline and, ultimately, for USASFC(A) units.

These high-demand, high-attrition (HDHA) specialties include Combat Control; Explosive Ordnance Disposal; Pararescue; Survival, Evasion, Resistance, and Escape; Special Operations Weather Team; and Tactical Air Control Party. The Air Force has conducted or sponsored several efforts to address training attrition in these specialties over the past several years, yet training attrition remains high. The reasons for high training attrition are interrelated, with size and quality of the recruiting pool, utility of screening tools, and training environment factors all playing a role. This report addresses the broader challenges for implementing new approaches to HDHA specialty recruiting, screening, and development of Air Force candidates, and takes a holistic approach to identifying methods and tools to ll gaps in current processes

The SF pipeline will have to change and adapt if it is to continue to recruit, assess, select, and train (RAST) SF soldiers with the skills, knowledge, and attributes required for SF operational detachments - alpha (SFODA) to successfully accomplish their missions. Failure to develop RAST strategies for the future now could result in a reduction of SF capabilities that cannot be made up quickly. Recruiting, assessing, selecting, and training our entry level SF soldiers to standard in the appropriate skills while leveraging emerging technology as well as maintaining our hands-on, live fire, field training, and warrior focus is the single most important thing that we can do to assure the continued success of Special Forces in the future. Special Forces must determine what factors will affect the future requirements of the force and the impact that those factors will have on SFELT. SF must also capitalize on changes in Army recruiting strategies and be on the leading edge of assessment, training, and adult education technology and techniques in the near term (2005-2020) and will probably have to execute radical change to remain relevant in the long term (beyond 2020). We must lay the groundwork for these changes now. This paper will recommend strategies for improving the SF pipeline. It will focus on strategies and concepts to improve recruiting, assessing, and selecting soldiers for SF training in the future. The future of SF training is beyond the scope of this paper and deserves significant analysis. However, getting the right soldiers, in sufficient numbers, to the training phases of SFELT will have a significant positive impact on the future of Special Forces.

Researchers examined existing survey data and findings from SF recruiters and new SF recruits to identify gaps in job information. In addition, they conducted structured interviews and/or surveys with enlisted SF soldiers, SF wives, and commanders and staff within the SF community to determine the specific information that recruits need. Researchers concluded that soldiers need additional information in four key areas: family-related information, Military Occupational Specialties (MOS) and SF Group assignment processes, training and preparation, and SF missions and activities. They suggested ways to address the information gaps in these areas and proposed an outline for an information booklet that could serve as a realistic job preview. The booklet will provide comprehensive, realistic information about SF to prospective recruits and may also support SF recruiter training. RAND conducted in-depth interviews and focus groups with new recruits, recruiters, and recruiting leadership. Several themes emerged from these discussions. Many female recruits in our focus groups preferred female recruiters and female-specific events. Many male recruits in our focus groups reported not being influenced by the policy change to open combat jobs to women. Recruiters and recruits in our focus groups reported dissatisfaction with what they view as burdensome administrative requirements. Both recruiters and recruits recommended launching advertising campaigns showing women serving alongside men in a wide range of military jobs, and debunking stereotypes of military service. Finally, commanders of the recruiting services reported concern over resources available to them in the current environment. We recommend that resources be set aside to specifically target outreach to women, that the services increase the proportion of recruiters who are women and increase their visibility at recruiting events, and that the services work to reduce administrative burdens on recruiters and recruits."--Publisher's description.

In greater detail, historical trends, as documented from secondary research, provides the framework of the analysis by examining what occurred in the past in order to preview the relevant effectiveness of recruiting methodologies in practice today. The analysis articulates the importance of mutually supporting relationships, established as early as 1990 and continue to prosper today, between numerous civilian and military agencies involved in the accession of the future Special Forces force structure. The complex realities of recruiting Special Forces, to include the market, internal and external influences that impact the ability to succeed in the conduct of the phenomenon, are addressed as well. Having researched the phenomenon of recruiting and presented the facts and findings that resulted from critical analysis, the recommendations and conclusions are based on secondary and primary research, study, analysis, and logical presentation of the data in order to serve as the vehicle for future research of the phenomenon.

Book excerpt: The U.S. military's system of duplicative and competitive active duty recruiting contributes to and perpetuates the failure of DOD-wide recruiting efforts. Given the significant changes in the U.S. economy, and the relinquishment of market-share by the military services associated with the military drawdown of the 1990s, the military's present recruiting strategy will no longer fulfill DOD's personnel readiness requirements. The Army, Navy, Air Force and Marine recruiting forces have tried in vain to increase individual service market-share and the DOD-wide share within the greater employment market. Single-service efforts ostensibly aimed at increasing service market share predominantly impact upon other military services. Current marketing strategies and operations that are redundant and inefficient often cost the DOD more than the value gained in enlistment production increases. Small unit sales tactics and recruiting procedures encourage additional waste through the duplication of recruiting effort and negative military advertising.

Book excerpt: The purpose of this thesis is to analyze the operational impact of recruiting first generation Americans directly into Special Forces. Much as the draft inadvertently did during World War II, the Army could take much greater advantage than it has of first generation immigrants and naturalized citizens. Special Forces (SF) could, in turn, target recruits from within this pool. That is one proposal this thesis makes. A second aim of this thesis is to explain why this makes sense in the 21st century. This thesis reviews the use of non-citizens from WWII to the present, while also highlighting certain features of doctrinal Special Forces (SF) missions. The aim is to draw on the past in order to preview the relevant usefulness of non-citizens today. The arguments to be presented here are conceptual in nature. They draw on the author's experiences as an SF recruiter and on extensive conversations with other recruiters currently serving in the Special Operations Recruiting Battalion (SORB). This thesis is not designed to criticize current recruitment methods. Instead, it explores ways to enhance what Special Forces already does in order to target the kinds of candidates whom the author believes will prove crucial to 21st century operations.
