Book System and Total Force Cost Analysis

Download or read book System and Total Force Cost Analysis written by David Novick and published by . This book was released on 1961 with total page 164 pages. Available in PDF, EPUB and Kindle. Book excerpt: A description of the aims, concepts, and methods of military cost analysis as developed by RAND's Cost Analysis Department. The publication is basically concerned with estimating costs for proposed military activities so that informed choices can be made among them. The study considers in detail the underlying principles of cost analysis and examines methods for analyzing the cost of total force structures as well as of individual systems. Cost categories are refined, particularly by providing categories for research and development activities which constitute an increasing share of system costs. By generalizing methods and examples, the analysis is extended to support and control systems as well as weapon systems. The usefulness of cost sensitivity analysis is explained and illustrated by examples, and methods are described for estimating system manpower requirements.

Book Introduction to the USAF Total Force Cost Model

Download or read book Introduction to the USAF Total Force Cost Model written by H. G. Massey and published by . This book was released on 1977 with total page 76 pages. Available in PDF, EPUB and Kindle. Book excerpt: Designed to produce time-phased total manpower and dollar requirements estimates for 15-year projections of alternative future USAF forces and support structures, the USAF Total Force Cost Model--sometimes referred to as the FORCE model--is currently operating on computers in the Air Staff Cost and Economic Analysis Division, Directorate of Management Analysis, Comptroller of the Air Force. This report presents an overview of the model, including its basic purposes and its relationship to the planning and programming process. Some examples and suggested applications are presented. Only the general features of the model and the methodology it employs are discussed. The FORCE model has potential for application in analysis of future forces for research and development planning; studies of alternative weapon systems for mission-oriented subsets of the force; and analysis of alternative future basing plans, training structure, or other support issues. Book Cost Analysis of Reserve Force Change

Download or read book Cost Analysis of Reserve Force Change written by John Frederic Schank and published by RAND Corporation. This book was released on 1987 with total page 88 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report describes a methodology for estimating the non-recruiting costs of Reserve component changes in the U.S. Air Force and U.S. Navy and draws inferences about the factors that affect non-recurring unit costs. The report also addresses other cost effects associated with unit charges, including changes in annual recurring costs and indirect or force-wide costs. Construction, support equipment, and aircrew training costs account for the majority of the non-recurring costs in the various case studies. The findings suggest that non-recurring costs can be reduced if (1) the basing location has existing facilities; (2) prior-service aircrew personnel with experience in the new weapon system can be recruited; and (3) the Reserve unit is located on an Active base that has excess capacity and can share in various logistic-support assets. Keywords: Military reserves; Air Force personnel; Military force levels. (Author).

Book Beginning of Military Cost Analysis 1950 1961

Download or read book Beginning of Military Cost Analysis 1950 1961 written by David Novick and published by . This book was released on 1988 with total page 16 pages. Available in PDF, EPUB and Kindle. Book excerpt: The traditional way of looking at military procurement at the end of World War II was in terms of hardware. Fairly early, however, it seemed to some RAND researchers that other things--such as real estate, people, supply, and maintenance--were involved. This realization led to the concept now called weapon systems analysis, which includes the political, economic and social, and technical and military considerations that make up a total system. All of these elements have to be taken into account when pricing futuristic hardware proposals. This paper, which was originally presented as a talk at Science Applications, Inc., in Los Angeles in January 1979, traces the major steps in the evolution of the process that developed, by 1961, into program budgeting, which is still in place in the Department of Defense.

Book Sources of Weapon System Cost Growth

Download or read book Sources of Weapon System Cost Growth written by Joseph George Bolten and published by Rand Corporation. This book was released on 2008 with total page 117 pages. Available in PDF, EPUB and Kindle. Book excerpt: Previous studies have shown that the Department of Defense (DoD) and the military departments have historically underestimated the cost of new weapon systems. Quantifying cost growth is important, but the larger issue is why cost growth occurs. To address that issue, this analysis uses data from Selected Acquisition Reports to examine 35 mature, but not necessarily complete, major defense acquisition programs similar to the type and complexity of those typically managed by the Air Force. The programs are first examined as a complete set, then Air Force and non-Air Force programs are analyzed separately to determine whether the causes of cost growth in the two groups differ. Four major sources of cost growth were identified: (1) errors in estimation and scheduling, (2) decisions made by the government, (3) financial matters, and (4) miscellaneous sources. Total (development plus procurement) cost growth, when measured as simple averages among the program set, is dominated by decisions, which account for more than two-thirds of the growth. Most decisions-related cost growth involves quantity changes (22 percent), requirements growth (13 percent), and schedule changes (9 percent). Cost estimation (10 percent) is the only large contributor in the errors category. Less than 4 percent of the overall cost growth is due to financial and miscellaneous causes. Because decisions involving changes in requirements, quantities, and production schedules dominate cost growth, program managers, service leadership, and Congress should look for ways to reduce changes in these areas.

Book Operating and Support Cost Considerations in Major Weapon System Acquisitions

Download or read book Operating and Support Cost Considerations in Major Weapon System Acquisitions written by David J. Shaffer and published by . This book was released on 1990 with total page 85 pages. Available in PDF, EPUB and Kindle. Book excerpt: In FY 90, Operating and Support costs accounted for 73% of the Army's budget request. Thus, in an era of decreasing budgets, it is not surprising that the O & S accounts are coming under increased scrutiny. The Army must be ready to evaluate options for reducing O & S costs while still maintaining its overall force readiness. Additionally, new systems in development must be carefully analyzed to ensure that support systems are being designed to operate within future O & S appropriations. The focus of this research paper was to take an objective look at O & S cost analysis in the Army. It examines the linkage between O & S cost analysis and the Army's Planning, Programming, Budget and Execution System (PPBES). Additionally, the O & S costs of 25 weapon systems are evaluated in an effort to identify those areas where the Army should focus its O & S cost analysis. From here, the study then evaluates some of the analytical tools that can be used in this process, along with their attendant strengths and weaknesses. In summary, this study provides the background, analysis and evaluation of many of the critical issues surrounding O & S cost analysis in the Army. The study concludes with a set of recommendations which are directed at providing a logical framework for considering O & S cost analysis within the Army acquisition process. Keywords: Reports, Periodicals, Military publications. (EG).

Book A U S Air Force Cost Analysis Cost Estimating Model Program for Use with the TI Programmable 59 Handheld Calculator

Download or read book A U S Air Force Cost Analysis Cost Estimating Model Program for Use with the TI Programmable 59 Handheld Calculator written by Joe M. Balding and published by . This book was released on 1978 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper documents a Texas Instruments 'TI Programmable 59' calculator program that uses the U.S. Air Force Cost Analysis Cost Estimating (CACE) model described in Air Force Regulation 173-10, Volume I, USAF Cost and Planning Factors, dated 6 February 1975. The CACE model was designed with a 'building block' approach to estimate annual operating costs of aircraft weapon systems. The model is useful to Air Force organizations, other Government agencies, and government contractors for cost analysis, life cycle cost exercises, or studies concerned with cost effectiveness comparisons between weapon systems. The program described in this paper provides the user with a means of using the CACE model with a hand-held programmable calculator, eliminating lengthy manual computation or the necessity of using a computer. With its calculator connected to the Texas Instruments 'PC-100A Print Cradle, ' the program allows the user to select among several cost factor input methods, estimate output formats, and summarization options.

Book Military Systems Cost Analysis a Summary Lecture for the Afsc Cost Analysis Course

Download or read book Military Systems Cost Analysis a Summary Lecture for the Afsc Cost Analysis Course written by Gene Harvey Fisher and published by . This book was released on 1962 with total page 22 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this memorandum, cost analysis refers to the determination of the probable economic resource impact of future Air Force weapon and support systems. Five major aspects of cost analysis are stressed: understanding the problem or context in which the cost estimates are to be used, assembling the basic data, deriving costestimating relationships, using these relationships to make an estimate, and presenting the results. Both hardware and non-hardware system cost components are discussed, and the sensitivity of total system cost to variations in the cost and characteristics of these components is considered. (Author).
