Besides being an invaluable primary source on the early years of the Joint Chiefs of Staff and on the planning and conduct of World War II, these documents also offer insights for today on the problems of managing a global coalition war. Originally highly classified documents, the minutes were declassified on October 3, 1973. CASABLANCA CONFERENCE VOLUME 1 and VOLUME 2 (Casablanca, Morocco, 14-23 January 1943). This was the first of the great Allied mid-war conferences, with Roosevelt, Churchill, their military chiefs of staff, and the French leaders Henri Giraud and Charles de Gaulle in attendance. In the major U.S.-British debate, the British prevailed. The Allies postponed the cross-Channel invasion until 1944, but organized a combined staff to plan for it. For the immediate future, they would continue the Mediterranean campaign with an invasion of Sicily. They also decided to launch a combined strategic air offensive against Germany, and the Americans were to mount a Pacific offensive against Japan. Roosevelt and Churchill issued the Unconditional Surrender doctrine.

Book excerpt: Only nine days after the Arcadia Conference (also known as the First Washington Conference) was held in Washington, DC, the Combined Chiefs of Staff (CCS) again convened for a series of twenty meetings between January 23 and May 19, 1942. All of these meetings were held in Washington, DC. During these meetings, the CCS focused on the situation in the Southwest Pacific area known as the American-British-Dutch-Australian (ABDA) area, which included Burma; support of Chinese Nationalist leader Chiang Kai-Shek; and the possibility of a German attack on England. The use of US Army and Navy aviation against Japan was also discussed. In addition to the US Joint Chiefs of Staff and the British Chiefs of Staff Committee, some of these CCS meetings were attended by members of Allied and Commonwealth countries when issues relating to their national interests were considered. The study of World War II SIGINT has concentrated, by and large, on ULTRA, the exploitation of high-grade cryptographic systems used by Germany and Japan, and the use of ULTRA material by senior wartime decision makers. This effort unquestionably is important for understanding the decisions and events of that terrible era, but the overwhelming focus on this aspect has resulted in a slightly skewed understanding. The production of ULTRA and its effective use depended on a strong and well-organized structure working in conjunction with now-legendary cryptanalysts. Since the distribution of ULTRA was limited to a small number of officers and civilian leaders, the bulk of SIGINT support to the warfighter cam from tactical SIGINT units working at or near the front lines. This is an important subject for understanding what happened in World War II and for studying the principles of SIGINT organization today.
