The issue of police militarism has been back at the forefront of criminal justice policy discussions in the wake of the militaristic police response to the protests that took place after the fatal shooting of Michael Brown by a police officer in Ferguson, Missouri, in 2014. This book examines the issue of militarization in a post-Ferguson environment from the perspective of those inside policing. Drawing from a variety of data—including historical analysis of newspaper articles to examine the use of firearms in policing; original data from police respondents attending the Federal Bureau of Investigation’s National Academy in Quantico, Virginia; interviews with police chiefs and tactical officers regarding their direct experiences; and a sample of National Academy attendees reporting on the deployment of patrol rifles in policing—this work provides a nuanced look at police militarization that will inform future conceptual discussions and empirical research into the phenomenon. Book excerpt: There is little consensus on the definition and measurement of police militarization, making often discussed and referenced conclusions such as how it (police militarization) has been found to be disproportionally used in communities of color vague. Most studies measuring police militarization define the concept using proxy variables such as specialized weapons and tactics (SWAT) units or militarized material acquisitions from surplus programs such as the 1033 Program, yet using only one measure of police militarization neglects other dimensions and gives an incomplete picture of the issue. Thus, the purpose of this thesis is twofold: (1) to operationalize police militarization in multiple ways, as the number of SWAT deployments and the number of controlled 1033 requisitions in an area; and (2) to determine if the number of controlled 1033 requisitions are associated with the number of SWAT deployments. Using publicly available data from 2010 to 2014 from various government agencies in the state of Maryland on SWAT deployments and controlled 1033 requisitions, I found from bivariate correlations and negative binomial regressions that the racial composition of an area, defined as the percentage of white residents, negatively correlates with both police militarization measures and only partially support a positive association between the number of controlled 1033 requisitions and the number of SWAT deployments in an area. These and other findings will be discussed in light of the current literature. Police implications and recommendations for future research also will be discussed.

Marvin Jones writes that the problem of race lies in the way Blackness has been inextricably knotted together in our culture with presumptions. In the era of segregation this was a presumption of inferiority, but in our era, it is primarily a presumption of dangerousness or criminality. In chapters on slavery, urban spaces, the drug war, media portrayals, and white spaces, he shows how the presumption of guilt continues to shape the treatment of Black people in the United States. Arguing that this presumption is not simply a matter of hate on the part of individuals, but instead a social process linked to a widely shared racial ideology, The Presumption points out the continuation of racial caste in the United States as a crisis for democracy and provides a blueprint for a kind of second Reconstruction.
