Book excerpt: The school turnaround initiative and school reform have been focal points of the national education conversation since the Elementary and Secondary Education Act (ESEA) of 1965 was enacted by Congress under the Johnson Administration. No Child Left Behind (NCLB, 2001) built upon the concept of equal access to a high-quality education for all children with a heavy emphasis on academic standards and high-stakes assessment. This focus on student achievement-backed accountability put pressure on states and districts to ensure that all schools performed at high levels. When significant resources are allocated to schools in need of improvement, the importance of sustaining successful turnaround is paramount. This case study focuses on a single elementary school that achieved sustained success after a turnaround under the Florida School Grade accountability model. This case study provides insight into the perceptions of key members of the school leadership team, including the principal, assistant principal, teacher leader, and others, in regard to what systems and practices were established and utilized during and after the school turnaround period. The findings of this study offer additional research on sustained school turnaround efforts.

Book excerpt: Today’s American public education system faces one of the largest challenges in its history, the pervasive problem of failing schools and the resultant student dropouts. According to Research and Best Practices (2010), “There are 5,000 chronically low-performing schools in this country doing a disservice to hundreds of thousands of students” (p. 2). Focused efforts to rapidly improve failing schools has become known in the research as school turnaround. When successful cases of school turnaround have occurred, the success that is achieved in the initial turnaround is not always sustained over time. Too often, once a school has achieved rapid improvement resulting from turnaround efforts, the initial success levels off or does not sustain. This study investigated the actions taken by a high poverty public high school to successfully turnaround, in a brief period of time, the school’s state accountability rating from not meeting to meeting standard. The study also investigated the actions taken by the school to sustain the turnaround for three or more years. The two research questions that guided this study were as follows: (1) What actions were implemented by the school studied in order to successfully complete school turnaround, and (2) what actions were implemented by the school studied in order to sustain the success of the initial turnaround? Participants consisted of teachers, staff members, campus administrators, and central office staff who have worked with the school as part of the turnaround and sustainability process. The participants were selected using random purposeful sampling. Qualitative research methods were used following a single case design. Data were collected using interviews, archival documentation studies, and researcher journal coding with teachers, administrators, and central office staff who were directly involved with the school’s turnaround and sustainability efforts. Participant findings showed that school culture, instructional infrastructure, data fluency & interventions, talent management, leadership, student & family support, central office support, and safety & security were the major themes that led to and sustained successful school turnaround. In conclusion, this study poses questions for further research in the area of sustaining school turnaround efforts. Findings will add to the body of knowledge related to sustaining successful turnaround in high poverty public high schools

To find out, they initiated the International Successful School Principal Project (ISSPP) assembling 30 multinational case histories and numerous comparative analyses. In doing so, they recorded fresh perspectives on the influence school principals can have on their schools, the quality of teaching in their classrooms, and student outcomes. Revisiting the subject schools in 2007, they found many principals still in place, having steered their organizations through various minefields of political, governance and educational reform. As the most penetrating longitudinal investigation of the subject, this research has unearthed fascinating new insights into school leadership that add real substance to the sum of our knowledge. It incorporates data from educational systems in Australia, Denmark, Norway, Sweden, England and the USA. One key finding is that while all principals delegate a range of leadership tasks, successful ones distribute responsibility on a case-by-case basis founded on personal assessments of their staff as well as on organizational and policy contexts. The research also demonstrates that successful principals maintain close communication with their staff and the wider school environment, and that they are adaptive, maximizing the opportunities presented by new political contexts and expectations, yet without losing sight of their school’s core moral and ethical principles. The volume’s international thematic analysis has allowed comparative conclusions to be drawn on what the principals do to sustain and foster pedagogical and institutional success.

Unprecedented funding levels for school improvement combined with few examples of schools substantially increasing student achievement outcomes has resulted in doubt about whether or not turnaround is achievable. Skeptics have enumerated a number of reasons to abandon school turnaround at this early juncture. This book is the first in a new series on school turnaround and reform intended to spur ongoing dialogue among and between researchers, policymakers, and practitioners on improving the lowest-performing schools and the systems in which they operate. The “turnaround challenge” remains salient regardless of what we call it. We must improve the nation’s lowest-performing schools for many moral, social, and economic reasons. In this first book, education researchers and scholars have identified a number of myths that have inhibited our ability to successfully turn schools around. Our intention is not to suggest that if these myths are addressed school turnaround will always be achieved. Business and other literatures outside of education make it clear that turnaround is, at best, difficult work. However, for a number of reasons, we in education have developed policies and practices that are often antithetical to turnaround. Indeed, we are making already challenging work harder. The myths identified in this book suggest that we still struggle to define or understand what we mean by turnaround or how best, or even adequately, measure whether it has been achieved. Moreover, it is clear that there are a number of factors limiting how effectively we structure and support low-performing schools both systemically and locally. And we have done a rather poor job of effectively leveraging human resources to raise student achievement and improve organizational outcomes. We anticipate this book having wide appeal for researchers, policymakers, and practitioners in consideration of how to support these schools taking into account context, root causes of low-performance, and the complex work to ensure their opportunity to be successful. Too frequently we have expected these schools to turn themselves around while failing to assist them with the vision and supports to realize meaningful, lasting organizational change. The myths identified and debunked in this book potentially illustrate a way forward.

Districts’ efforts to recruit and retain effective principals and teachers are crucial because of the positive influence these educators have on student achievement. However, highly qualified teachers and principals are hard to come by, especially in areas where low-performing schools are nestled. The main purpose of the study was to understand the district supports turnaround school principals perceive as necessary to achieve sustainable success and to describe the experiences of the principals during at least their first year in the turnaround school setting. An interpretive research approach within phenomenological methodology allowed for understanding how each principal lived the turnaround school experience and how the supports they had and strategies they employed impacted school turnaround. The questions for turnaround leaders receiving campus SIG funds were as follows: 1. What do the turnaround principals perceive as successful strategies for school turnaround? 2. To what extent do turnaround principals perceive their districts helped or impeded their turnaround efforts? 3. How do participants make sense of being a principal at a turnaround school? Turnaround for this study was defined as a school for 2 years or more not meeting state standards, and effective school turnaround was defined as a school reaching the met standard status after 1 year of leadership. Five participants were recruited who had been the lead campus administrator for at least two years, and during their tenure, had led their campus out of improvement required (IR) status. Interview transcripts were coded using elaborative methods. The major themes were the following: (a) Successful Turnaround Strategies that was supported by seven subthemes, (b) Effective District Supports that was supported by two subthemes; (c) Lack of District Support that was supported by two subthemes, and (d) Making Meaning of the Turnaround Principalship that was supported by eight subthemes. Chapter 5 contains the adapted theoretical framework, implications, and recommendations.
