But America's one thousand community colleges, which educate nine million students, often fall short of their potential. The lion's share of the blame lies with policies that systematically shortchange community colleges financially, asking twoyear institutions to educate those students who tend to have the greatest needs, using the fewest financial resources. What can be done? With the support of the William T. Grant Foundation, a twentyonemember Century Foundation Working Group analyzed the problem over a twoyear period, and now offer a bold set of recommendations. Among them, the group calls for the creation of a new body of research that will establish, for the first time, what it costs to provide a strong community college education. Such studies, which are commonplace at the K-12 level, could provide guidance to policymakers on the amount of money to invest in community colleges, and could provide support to community college leaders on where best to invest. However, the community college pathway to a bachelor's degree is not as strong as that of students who begin at a four-year institution. Strengthening this pathway is a necessary means to improving America's ability to remain competitive in a global economy. Applying for financial aid is essential to the academic success of low- and moderate-income community college students. Many bypass application and attempt to fund their education through work and, sometimes, loans. Unfortunately, many such students do not realize that taking advantage of available federal grant aid can be of significant financial benefit to them. Understanding both the role of financial aid at community colleges and student failure to apply for aid is key to identifying methods of encouraging more students to apply for and receive aid. Students must apply to succeed, yet when full-time students intending to transfer from a community college to a four-year college were asked why they did not apply for financial assistance, several reasons were given, including: (1) They thought they were not eligible for financial aid (39 percent); (2) They had sufficient funds to pay for college expenses (35 percent); and (3) They found the financial aid application form too complex (6 percent). This report explores those reasons, describes "The College Cost Reduction and Access Act (CCRAA) passed by Congress in 2007 to encourage community college students to apply for aid. and suggests policy implications. Appended to this document are: (A) Community College Financial Aid Administrators Phone Interviews; (B) Income Distribution of Aid Applicants by Dependency Status; (C) Advisory Committee Members and Staff Advisory Committee Members; and (D) Authorizing Legislation. Grants, student loans and financial aid support from government sources are in short supply. While past resources from state legislative bodies are being restricted and have been reduced to historic levels; educational organizations - community college foundations - have had to associate themselves with numerous outside sources. Collaborative partnerships with business, government, and industry have helped to relieve financial short- falls and student scholarship pressures while building long term and sustaining relationships. The purpose of this study was to investigate the process of annual giving within Texas Gulf Coast Community Colleges. A framework for the study was structured inside of five different institutions in the Gulf Coast region. Additionally, this study set out to examine the overall context of annual giving and whether college foundations were utilizing annual giving as a relationship tool for development and fundraising purposes. The research design followed an interview, case study format utilizing qualitative data. The study had several major findings. First, all colleges adhere to inputs, processes, and outputs. Second, by analyzing each of the inputs and processes, a set of output relationships - were discovered. Third, all institutions have a set of functions - financial, organizational, operational, and structural - which are in alignment with inputs, process and outputs. Fourth, brand identity helps to integrate donors and thereby, builds sustained and long-term support. Annual giving within Texas Gulf Coast community colleges has become a major fixture as a fundraising practice. Foundations are making the most of this tool by positioning themselves with their community and thus, reaping the benefits of donor relationships.

The report notes that funds are directed to institutions on the basis of individual and/or system negotiation instead of by full-time student equivalent (FTE); that the political influence of the system/institution has increasingly become a major factor in determining allocations; and that states are increasingly computing allocations based on a "cost to continue" with an increased number of instances of funding for defined categorical aid. Section II presents tables showing, for each state: (1) operating funds by source; (2) sources of state appropriations by percent for general operating and unrestricted funds; (3) mean expenditures of operating costs for credit programs; (4) rank order of states by reported expenditure per FTE student; (5) states reporting or anticipating changes in methods of financial support; (6) state funds which are categorical or for limited use; (7) sources of funds for capital outlay; (8) sources of funding for noncredit courses; (9) tuition/fee changes; (10) financial aid changes; (11) state provisions for colleges experiencing enrollment declines; and (12) state financial problems. Section III offers brief case studies of the financial situation in each state, grouped by type of funding method. Finally, section IV suggests revised criteria for financing community colleges.
