The rural areas supply perishable items to urban areas and from urban areas, migrants send remittances back to their homes in rural areas. In India, where 68.85 percent of the population resided in rural area in 2011, the balanced regional development is required to achieve uniform and equitable distribution of resources. Of late, most of the Government's planning related efforts and associated development are more in cities, being largest contributor to Gross Domestic Product (GDP), than rural areas. Higher investment in cities as compared to rural areas contradicts the basic premise of a balanced regional development. Though region received recognition through 73 and 74 Constitutional Amendment Act, yet regional planning is still amiss. As the population is increasing at a faster rate, one has to design the space in a sustainable manner. The development by means of infrastructure or governance shall have the futuristic approach. The book intends to create knowledge about the significance of regional planning. The NER consists of eight states—Assam, Arunachal Pradesh, Tripura, Nagaland, Manipur, Mizoram, Meghalaya and Sikkim—and they carry political, economic and social importance. The book integrates the past, present and future of geospheric attributes incorporating progress towards the Sustainable Development Goals (SDGs) to meet the demands for improving human wellbeing under diverse and challenging socio-economic, political and environmental conditions. The key SDGs, as in food and agriculture, health, education, water, energy and other overarching goals of the region, have yet to incorporate providing sustainable jobs and promoting equality and inclusive development, although there have been a few studies in that regard. The challenges to achieve SDGs in the NER are formidable compared to the rest of India. The NER has put a great deal of effort into achieving the SDGs, mainly in poverty (SDG-1), good health (SDG-3), education (SDG-4), gender (SDG-5), decent work (SDG-8) and reduced inequalities (SDG-10), similar to the rest of the country. However, the standard development indicators such as road length, access to health care, power consumption and other measures are far below the national average. A multi-pronged strategy has played a pivotal role in the region, but development strategy to attain the SDGs 2030 must be more inclusive in empowering people with maximising self-governance, considering the resources, needs and aspirations of the people. This book evaluates the performance of the SDGs and fills in the gaps. It includes case studies focusing on different SDGs using advanced cartographic, statistical and GIS techniques and methods. It also provides unique findings that serve as valuable resources for planners and policy-makers so that a sustainable future in Northeast India can be achieved.

The institutional mechanisms for dealing with regional imbalance in India have not been very successful so far. With rising discrepancies in development, demand for autonomy continues along with a new dimension of regionalism arising from submerged identity along with political and economic aspirations, which demanded new channels for solution. So far, attempts to create space for autonomy have possibly not optimally accommodated the conceptual mechanisms like equity and democratic process. Thus democratizing policy process using six pillars of voice: knowledge, objective, fundamental values, implementation framework and public awareness can ensure a better policy outcome for dealing with the persistent challenges of regional disparity in India. This book further focuses on the need for democratizing the policy process for regional development through discussion and inclusion. Such a transition needs innovation in policy regime, which can be attained through following six pillars (i) Democratic voice of stakeholders in policy development and implementation; (ii) Clear policy objectives that advance the common good, based on voice; (iii) Unbiased, sound and comprehensive knowledge and data bases. (iv) Consistency with constitutional values; (v) A sound implementation framework ensuring user-friendliness, transparency and rationality of decision-making processes, effective grievance redress, clear accountability and independent evaluation; (vi) Public awareness and support of policies with relevant and public participation in implementation.
