This event is a continuation of the past events successfully held in 2017, 2019, and 2021. We invite academia and business practitioners all around the globe to share ideas and best practices relevant to the above conference topic. We hope that this event can also serve as a platform of gathering for anyone interested in exploring potential solutions of our common problems today. It views Surabaya from the experiences of the people who occupy its alleyways, riverbanks and muddy roadsides, a group that has had little say in the making of policy or the writing of Indonesia's history. The setting is a crowded low-income neighbourhood (kampung) that lies between the Surabaya River and the city's main southern boulevard. For those who live along this kampung's narrow alleyways, the city can be a violent landscape of exclusion and social asymmetry. From this perspective, Indonesia's landmark events, from the revolution of 1945 and the destruction of the Communist Party in 1965 to contemporary urban renewal and anti-terrorism campaigns, take on a new complexion. Using rich ethnographic details, Robbie Peters describes how kampung residents have survived in the shadow of Indonesia's tumultuous economic growth and political reform and how they have contested government controls over the movement and settlement of people, limiting the state's ability to construct an urban citizenry that excludes newcomers. The kampung alternative is a 'participative' citizenship that embraces new arrivals and draws them into the everyday life of the alleyways, using simple rituals such as death commemorations to 'counter-map' static official representations of neighbourhood and community. Such local practices underpin kampung residents' claim to the alleyways and surrounding streets, where they struggle to maintain the informal economy that helps sustain their lives.

As the British Army attempted to take control of the city of Surabaya maintain order and deal with surrendered Japanese personnel their actions were interpreted by the young residents of Surabaya as a plan to restore Dutch colonial rule. In response the youth of the city seized Japanese arms and repelled the force sent to occupy the city. They then held off British reinforcements for two weeks battling tanks and heavy artillery with little more than light weapons and sheer audacity. Though eventually defeated Surabaya's defenders had set the stage for Indonesia's national revolution.

Book excerpt: Environmental issues stretch across scales of geographic space and require action at multiple levels of jurisdiction, including the individual level, community level, national level, and global level. Much of the scholarly work surrounding new approaches to environmental governance tends to overlook the role of sub-national governments, but this study examines the potential of sub-national participation to make policy choices which are congruent with global strategies and national mandates. This book investigates the emerging actors and new channels of Japan’s environmental governance which has been taking shape within an increasingly globalized international system. By analysing this important new phenomenon, it sheds light on the changing nature of Japan’s environmental policy and politics, and shows how the links between global strategies, national mandates and local action serve as an influential factor in Japan’s changing structures of environmental governance. Further, it demonstrates that decision-making competencies are shared between actors operating at different levels and in new spheres of authority, resulting from collaboration between state and non-state actors. It highlights a number of the problems, challenges, and critiques of the actors in environmental governance, as well as raising new empirical and theoretical puzzles for the future study of governance over environmental and global issues. Finally, it concludes that changes in the tiers and new spheres of authority are leading the nation towards an environmentally stable future positioned within socio-economic and political constraints. Demonstrating that bridging policy gaps between local action, national policy and global strategies is potentially a way of reinventing environmental policy, this book will be of interest to students and scholars of Environmental Studies, Environmental Politics and Japanese Politics.
