In signing the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, President Bill Clinton pledged that the sweeping overhaul would "end welfare as we know it" by promoting work, responsibility, and family. To accomplish these goals, policymakers relied on two sets of tools: strict limits on eligibility for traditional benefits and a set of programs designed to make work pay. When Work Is Not Enough presents the first comprehensive analysis of the work support system. Drawing on both state and national data, Robert Stoker and Laura Wilson evaluate a broad range of policies that provide cash or in-kind benefits to low-wage workers, low-income working families, and families moving from welfare to work. These programs include minimum wage rates, Earned Income Tax Credit programs, medical assistance programs, food programs, Temporary Assistance for Needy Families earned income disregards, childcare grants, and rental assistance. Stoker and Wilson break new ground by examining the adequacy and coverage of the work support system in all fifty states and the District of Columbia. A second highlight is the inclusion of impressionistic material, such as quotes from the adolescent mothers who were participants in this research. Book excerpt: The Work Programme will be implemented nationwide from June 2011, and will replace the range of existing programmes to help benefit claimants find jobs. It will be delivered on a regional basis by a framework of prime contractors, the majority of which will come from the private sector. These prime contractors will be paid by the Government based on their results in achieving sustainable employment for jobseekers. Prime contractors are expected to subcontract service provision to specialist local organisations, including voluntary sector providers. There is a risk that, even under the payment-by-results model, Work Programme providers might focus on the clients they assess as being easier to help. The Committee recommends that the Government keeps the payment model under review and assesses the outcomes for all participants. The Work Programme creates a significant financial challenge for prime contractors. This might lead to some clients receiving lower quality support and to significant costs to the Government in responding to service failures. The Government should put contingency arrangements in place to ensure the continuity of provision for clients. The Department for Work and Pensions (DWP) should remind prime contractors that a key aspect of their role is to bear financial risk, rather than passing it on to subcontractors disproportionately. Contracting arrangements need to ensure that subcontractors are fairly managed and that prime contractors are able to hold subcontractors to account for poor performance. The DWP must establish robust and independent arbitration and sanctioning arrangements.

Book excerpt: This document contains a record of the oral and written testimony of witnesses at a Chicago (Illinois) Congressional hearing on the Job Opportunities and Basic Skills (JOBS) Training Program. Witnesses at the hearing included officials from various Illinois programs funded by the JOBS program, government officials, and unemployed persons. They testified that the high state match of funds and services works against the successful implementation of the JOBS program and the requirements of the Family Support Act of 1988 are burdensome. Witnesses noted that in times of recession, the states simply do not have enough money to set up the matches for federal funds. Witnesses also stated that the JOBS program's requirement that participants engage in 20 hours per week of education is unrealistic because most literacy programs or postsecondary programs require less than 20 hours of classroom work but presume home study time. The 20-hour rule works against participants improving their skills. Proposed changes in the JOBS legislation to lessen the amount of state money required and to make program requirements more flexible are included in these proceedings. (KC)
