It highlights the fact that the supposed trade-off between output growth and job creation is a false dilemma. Growth can create jobs, and jobs can drive growth, mutually reinforcing one another. Increased employment and better jobs would mitigate the problems arising from a widening inequality gap. Her discussion of the roles for track two talks--socializing elites, making others' ideas one's own, and turning ideas into policies--would be useful in any negotiation course. With respect to work in the two regions, Kaye speaks insightfully of projects under way: their potential, constraints, and the role of the regional environment. Her suggestion that each region may learn from the tribulation of the other is arguably thoughtful. Her suggestions for improvement--expand the types of participants, create institutional support and mentors, and localize the dialogues--deserve further study.

This book offers one of the first scholarly attempts to clarify what constitutes institutionalization in East Asia and to systematically trace the origins, discern the features, and analyze the prospects of ongoing institutionalization processes in the world’s most dynamic region. Institutionalizing East Asia comprises eight essays, grouped thematically into three sections. Part I considers East and Southeast Asia as focal points of inter-state exchanges and traces the institutionalization of inter-state cooperation first among the Southeast Asian states and then among those of the wider East Asia. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.
