Youth unemployment was one of the major factors triggering the Tunisian revolution, and continues to be a central socio-economic challenge. The Tunisian labour market is marked by a strong increase of higher education graduates while the economic system is dominated by sectors mainly employing a less qualified labour force. This study investigates current labour market trends, and provides insights into the underlying causes of persisting high youth unemployment. The author argues that economic crisis, difficult political conditions since 2011, and inefficient labour market policies did not foster sufficient job creation, and that special attention needs to be paid to the educational causes of the skill mismatch in youth employment in future sustainable development models.

Book excerpt: The street protests that erupted in Tunisia in December 2010 and spread quickly throughout the Middle East surprised not only the entrenched dictators of the region but also international observers who collectively had taken for granted the durability of Middle Eastern authoritarianism. Specifically, the Arab Spring uprisings debunked the prevailing notion that youth were disengaged from political life by their economic exclusion and tight regime control of their mobilization. Indeed, the one consistent feature across the uprisings, whether peaceful or violent, was the key role played by young people. What has remained unclear is why youth became the vanguards of the Arab Spring protests and why they have not played a more prominent role in the transitions that followed. To address these questions, the authors in this volume use updated data sets on demography, employment, education, inequality, social media and public sentiment to examine the underlying socioeconomic conditions of young people in the Middle East at the time of the uprisings and offer a mosaic of analytical explanations linking those conditions from 2009-2011 to the revolts of 2010-2012. The findings in the volume confirm the inadequacy of traditional narrow explanations rooted in demographic profiles, economic grievances or political exclusion in accounting for the complex socioeconomic dynamics facing youth and societies at large in the Middle East in the period leading up to the Arab Spring. The contributors emphasize the fundamental institutional rigidities in the region's policy space and evaluate potential approaches to policy reform that can promote youth inclusion and help transform the region's political economies in the post Arab Spring environment of persistent economic volatility, social unrest and political instability.

Making It Big: Why Developing Countries Need More Large Firms constitutes one of the most up-to-date assessments of how large firms are created in low- and middle-income countries and their role in development. It argues that large firms advance a range of development objectives in ways that other firms do not: large firms are more likely to innovate, export, and offer training and are more likely to adopt international standards of quality, among other contributions. Their particularities are closely associated with productivity advantages and translate into improved outcomes not only for their owners but also for their workers and for smaller enterprises in their value chains. The challenge for economic development, however, is that production does not reach economic scale in low- and middle-income countries. Why are large firms scarcer in developing countries? Drawing on a rare set of data from public and private sources, as well as proprietary data from the International Finance Corporation and case studies, this book shows that large firms are often born large—or with the attributes of largeness. In other words, what is distinct about them is often in place from day one of their operations. To fill the “missing top†? of the firm-size distribution with additional large firms, governments should support the creation of such firms by opening markets to greater competition. In low-income countries, this objective can be achieved through simple policy reorientation, such as breaking oligopolies, removing unnecessary restrictions to international trade and investment, and establishing strong rules to prevent the abuse of market power. Governments should also strive to ensure that private actors have the skills, technology, intelligence, infrastructure, and finance they need to create large ventures. Additionally, they should actively work to spread the benefits from production at scale across the largest possible number of market participants. This book seeks to bring frontier thinking and evidence on the role and origins of large firms to a wide range of readers, including academics, development practitioners and policy makers.

Book excerpt: Given the labor market challenges that countries in the Middle East and North Africa (MENA) region are facing (notably high unemployment, prevalence of skills mismatches, low labor market mobility, and lack of formal employment networks), employment services could be a relevant policy instrument to assist unemployed individuals to find jobs. Despite high and increasing unemployment rates, employers in the region are facing difficulties to find workers whose competences and skills fit their employment needs. The study first surveys international best practices for the delivery of employment services and then reviews the provision of these services in a selected group of countries in the MENA region, with a focus on public provision through existing public employment agencies. Findings indicate public agencies in the region face many challenges for the effective delivery of employment programs, namely poor administrative capacity,system fragmentation, lack of governance and accountability, regulation bottlenecks, and flaws in program design. In order to help unemployed workers to obtain the competences required by available jobs, this study proposes a reform agenda based on the development of strong partnerships between public agencies, public providers, and employers for the design and implementation of flexible employment programs that respond to real employment needs. These partnershipss will need to be developed with strong governance mechanisms that make beneficiaries, private providers, and firms accountable for making sure that investments in employment programs lead to employment insertion. The book is directed to policy makers, practitioners, economists, and anyone interested in international best practices to promote a more effective delivery of employment services.
