They account for a sizeable portion of the economy, by providing employment and a means of livelihood for much of the nonagricultural population. This paper is the result of a survey of the literature and extensive discussions with practicioners and its primary focus is a direct approach in support of microenterprises. Perhaps the simplest objective to pursue is access to credit. The main lesson from experimentation in this field is that the poor are bankable and and can be served relatively inexpensively, provided nontraditional lending methods are utilized (e.g. group lending). Technical assistance and support services can also be provided to help first-time entrepreneurs set up their own businesses, to assist microenterprises in their daily business, or to help them graduate to a larger size. The task of assisting microenterprises requires small, flexible, and responsive organizations, with sufficient autonomy to make ad hoc decisions, yet with adequate coordination at the national level. Such organizations include PVOs, NGOs, cooperatives, banks, business associations, churches and women's groups. The report recommends that capacity building be incorporated as a specific objective of microenterprise support programs and should be budgeted for. Shifting the focus of assistance from beneficiaries to support institutions is an effective way of reaching the most marginal groups.

Book excerpt: The microenterprise strategy—helping people start small businesses—has generated attention among policymakers and the media as a way to create jobs and help lift people out of poverty. Through extensive interviews and case studies of five diverse microenterprise programs in different U.S. regions, Lisa J. Servon examines the potential and limits of these programs. In the late 1980s, the microenterprise strategy came to the United States from less-developed countries such as Bangladesh, where the Grameen Bank flourishes. Since then over 200 programs have opened their doors in nearly every state. This book identifies the current discourse on microenterprises, discusses how this approach represents a departure from traditional economic development and social welfare strategies, and examines the wide range of results. Boot strap Capital tells the story of both the programs and the people who use them. One program, Women's Initiative, targets very low income women in the San Francisco Bay Area and requires all clients to undergo three months of training before they can apply for a loan. Some of the participants are true entrepreneurs; others pursue self-employment because the mainstream economy has failed them. Servon finds that microenterprise programs combat the problem of persistent poverty by serving a broad socioeconomic group and by focusing on the goals of empowerment, economic literacy, and community organization. She shows that microenterprise programs do more to help those who exist at the margins of the mainstream economy than those who are completely cut off from it. She calls for a rethinking of expectations for this strategy, based on the experience of programs and entrepreneurs in this country. This book provides the basis for reframing policy support for these programs.

Book excerpt: In this study, three objectives were set: to identify the factors inhibiting the growth and development of microenterprises among SSA countries; to evaluate the level of institutional support for microenterprises currently; and to explore the implications of an underdeveloped microenterprise category for most SSA countries vis-à-vis the aspirations of sustainable economic development. Primary data were generated through multistage sampling technique, involving two sampling stages. Two sets of questionnaires were distributed through trained field officers. The first stage was the pilot stage. It involved the distribution of unstructured questionnaire to 50 microentrepreneurs. This was a 'fill-in' questionnaire. The respondents were asked to fill-in their responses to the questions as they appealed to them and to the best of their ability, in their own words. These responses were then used to develop the main questionnaire which was used at the second stage of the sampling. This was distributed to 2000 microentrepreneurs. The data generated were carefully analyzed. The objective of identifying the factors affecting microenterprises development was realized using the multivariate discriminant analysis, MDA. Out of the 9 variables analyzed, 8 were identified as significantly affecting microenterprise development. These factors include the lack of modern equipment, government policies, and the lack of finance/capital. The two other obj ectives were achieved using a combination of secondary materials from other researchers and materials from the survey. It was clear that there were more than enough support institutions but they were not accessible to microentrepreneurs due to some forms of information asymmetries or ignorance. It was also explained that a neglect of microenterprises and their roles in the economy will further push countries of Sub-Saharan Africa further away from their aspirations of sustainable economic development. The recommendation is that SSA countries should see the development of microenterprises as matter of priority or face the consequences of neglect.
