Crain uses comparative techniques based on fifteen northern and southern cities. The author seeks a "total" explanation for the decision to desegregate by determining its proximate causes and locating the roots of the decision in the economic, social, and political structure of the community. This work represents the first attempt to conduct a genuinely scientific analysis of the political process by which school systems were desegregated in this period.Robert L. Crain documents the way in which eight non-southern, big-city school systems met community demands to reduce segregation. Reactions varied from immediate compliance to months and years of stubborn resistance, some cities maintaining good relations with civil rights leaders and others becoming battlegrounds. Differences in these reactions are explained and focus is brought to desegregation in the South New Orleans in particular. The situation there is contrasted with six peacefully desegregated southern cities as well as the attitude of its powerful economic elite. The concluding part of the book is a general consideration of the civil rights movement in the cities studied, and the author considers the implications of his findings, both for the future of school desegregation and for studies of community politics.Employing comparative techniques and concentrating upon the outputs of political systems, this is a highly innovative contribution to the study of community power structures and their relationship to educational systems. It remains an effective supplement to courses in sociology, political science, and education, as well as an important source of data for everyone concerned with the history of efforts for national integration.

These accounts counter the textbook history the Millennial Generation read which omits the massive white resistance to school desegregation, the various ways whites used subterfuge to slow down and redirect school desegregation in what would more benefit whites, and the concerted white political backlash that has been ensconced in educational policy and reform beginning with A Nation at Risk and continuing in No Child Left Behind. That is, educational policy as we know it is all about asserting white domination and not about educating children, and thus the Millennial Generation is faced with undoing what their parents and grandparents have done.

Prior to the Civil War, South Carolina enacted the first compulsory illiteracy law, which made it a crime to teach slaves to write, and other Southern states soon followed South Carolina's example. After the Civil War, schools for blacks were founded throughout the South, including many Historically Black Colleges and Universities. The 1896 Plessy v. Ferguson Supreme Court decision established the principle of separate but equal education, which led to decades of segregation. With the 1954 Brown decision, the Supreme Court overturned the separate but equal principle, and the Civil Rights Act of 1964 empowered the federal government to affect school desegregation. The process of desegregation continues to this day, with much debate and mixed results. As in other efforts to integrate civic institutions in the 1950s and 1960s, the determination of local activists won the battle against segregation in libraries. In particular, the willingness of young black community members to take part in organized protests and direct actions ensured that local libraries would become genuinely free to all citizens. The Wiegands trace the struggle for equal access to the years before the Supreme Court’s Brown v. Board of Education decision, when black activists in the South focused their efforts on equalizing accommodations, rather than on the more daunting—and dangerous—task of undoing segregation. After the ruling, momentum for vigorously pursuing equality grew, and black organizations shifted to more direct challenges to the system, including public library sit-ins and lawsuits against library systems. Although local groups often took direction from larger civil rights organizations, the energy, courage, and determination of younger black community members ensured the eventual desegregation of Jim Crow public libraries.
