This document reports on the fifth meeting of Working Group for artisanal fisheries, which was organized in Dakar, Sénégal from 26 to 27 July 2018. The overall objective of the Working Group is to improve regional artisanal fisheries knowledge of CECAF Member Countries. The Working Group was organized by FAO headquarters, in close collaboration with the FAO Regional Office for Africa. Le groupe de travail FAO / COPACE sur les pêches artisanales a été créé à la quinzième session du Comité des pêches pour l’Atlantique Centre-Est (COPACE) qui s’est tenu à Abuja, Nigéria du 1er au 3 novembre 2000. Ce document rend compte de la cinquième réunion du Groupe de travail sur la pêche artisanale organisé à Dakar, Sénégal du 26 au 27 juillet 2018. L’objectif général du groupe de travail est d’améliorer les connaissances régionales sur la pêche artisanale des pays membres du COPACE. Book excerpt: Following the endorsement of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) by the FAO Committee on Fisheries (COFI) in June 2014, and in line with Paragraph 13.6 of the SSF Guidelines promoting the development of regional plans of action for their implementation, a regional consultation was held to discuss the implementation of the SSF Guidelines in West and Central Africa. The objective of the consultation was to raise awareness of the important role of the small-scale fisheries sector and how this is addressed in the African Union’s Policy Framework and Reform Strategy for Fisheries and Aquaculture in Africa (PFRS), the ECOWAS regional fisheries and aquaculture policy (under development with support from the FIRST programme), and the SSF Guidelines. It also provided an opportunity to share experiences and identify actions needed to support and promote small-scale fisheries in the CECAF region.

Discussions focused on monitoring the implementation of the Regional Queen conch Fisheries Management and Conservation Plan, various Queen conch recommendations and resolutions along with recommendations adopted at the 18th meeting of the Commission in 2022. Participants reviewed the CITES CoP19 decisions and recommendations and discussed the progress of activities as called for in the Work Plan for 2022–2024.

The workshops which involved Government representatives, Regional Bodies, relevant intergovernmental and non-governmental organizations, the fishing industry and other regional stakeholders covered the Southwest Pacific, Southeast Asia, West Africa, and South America and the Caribbean regions. Workshop participants reviewed existing measures for addressing fishing-related marine debris in particular ALDFG, considered best available information that supports further development of best practices for the management of fishing gear, discussed provisions required within international instruments and identify region-specific challenges, opportunities and priority needs. The main objective was to increase understanding and awareness of the Voluntary Guidelines for the Marking of Fishing Gear (VGMFG) and relevant best practice as outlined in the GGGI’s Best Practice Framework for the Management of Fishing Gear (BPF). The main output of the workshops were a set of recommendations to inform next steps to be taken towards the development of national action plans or strategies to align, as appropriate, policies, legislation, systems and operations to the provisions of the VGMFG and the BPF, which will support the implementation of regional action plans to address marine litter from sea-based activities, especially ALDFG.

The action plan was developed through a worldwide consultation process involving governments and key stakeholders across multiple sectors including health sports transport urban design civil society academia and the private sector.
